| 中文摘要 | 本文以電視劇《長安的荔枝》為分析文本,透過盛唐晚期一項近乎不可能完成的任 務,揭示傳統官僚體制的結構性困境。結合行政學理論,歸納劇中三大制度弊端:決策權 過度集中造成資源配置失衡、行政流程繁瑣導致執行低效,以及組織文化中責任迴避與媚 上欺下的傾向。這些問題既是唐代官僚制度的特徵,也與當代公共行政對科層體制弊端的 批判高度契合。 理論層面上,本文結合官僚制度與組織行為理論,剖析權力、階層與部門利益交織下 的制度運作與扭曲,並運用結構功能論與目標錯置理論,解析官僚體系的運作失靈。同 時,透過新公共管理與新公共服務的觀點,分析劇中主角李善德如何展現基層官僚的創新 能力,如何突破傳統命令體系,整合地方資源,並在制度缺陷中實現靈活治理與公共價值 重構。 最後,Joseph Campbell 的英雄旅程(Hero's journey)理論為李善德的故事提供敘 事分析框架,展現其從體制邊緣者轉變為創新執行者的歷程,體現個體在僵化制度中的突 圍策略。荔枝的問題不僅是歷史敘事,更是一則治理寓言,提醒行政體系若偏向權力、形 式主義與單一績效,終將導致資源浪費與正當性流失;而有效的公共治理必須兼顧效率與 價值,在制度僵局中尋求彈性與創新。 |
| 英文摘要 | This study examines the television drama The Lychee of Chang’an, which centers on an almost impossible mission during the late Tang Dynasty, as a lens to explore the structural challenges of traditional bureaucratic systems. Drawing on public administration theories, the analysis identifies three key institutional flaws depicted in the drama: excessive centralization of decision-making leading to resource misallocation, overly complex administrative procedures resulting in execution failures, and an organizational culture marked by responsibility avoidance and upward appeasement. These issues are not only characteristic of the Tang bureaucracy but also resonate with modern critiques of hierarchical governance. The discussion integrates perspectives from bureaucratic theory, structural functionalism, and goal displacement to explain the dysfunction of the system. Insights from New Public Management and New Public Service highlight how the protagonist, Li Shande, exemplifies grassroots bureaucratic innovation by bypassing rigid chains of command, mobilizing local resources, and redefining public value. Finally, Campbell’s “Hero’s Journey” framework is employed to map Li’s transformation from a marginalized minor official to an innovative executor, illustrating strategies for individual agency within a rigid system. The drama thus functions not only as a historical narrative but also as a governance allegory, warning that overreliance on political authority, formalism, and narrow performance metrics ultimately undermines legitimacy and efficiency, while effective governance requires a balance between efficiency, values, flexibility, and innovation. |
