| 中文摘要 | 由於氣候變遷,未來會有氣溫上升和降雨強度增加的趨勢,對於山坡地區占全面積三分之二以上的臺灣,土砂災害風險也將隨之上升。因此,防災軟體方面的整備也更需要與日俱進,特別是5G行動通訊災害訊息發布系統的建置與推廣,應可提升疏散撤離時災害資訊更新的效率以及災防告警細胞廣播系統的接收率。此外,傳統的大眾傳播工具以及地方基層的傳播設備也定期更新,確保土石流早期預警系統和通訊工具能持續運作。然而,訊息發送端的運作情形不完全等於實際接收的狀況,需透過問卷來得知民眾的接收方式,並比對接收者與未接收者之間的差異來分析出影響接收的原因。本研究針對具有土石流災害潛勢的社區民眾進行問卷調查,經統計分析得知在土石流災害訊息接收方式方面,村里廣播、電視和電話通知仍為民眾主要接收警戒的方式,其次為村里鄰長本人通知。在接收狀況的影響因子方面,土石流災害經歷對於接收方式的影響最大,其次為居住狀況,而個人背景的部分為關聯性最少的。 |
| 英文摘要 | Due to climate change, extreme rainfall is likely to occur more frequently in the future and the likelihood of debris flow hazards will also increase as a result. Recently, social media and other measures ultilizing mobile services have been widely used to issue hazard warning and enhance public risk perceptions. However, whether the disaster information was received timely by target groups remains questionable. In this study a questionnaire survey was conducted in order to find out the actual reception of warning alerts by the public. In the meantime, the influence factors of the efficiency and effectiveness of information reception is also assessed. The results show that local community broadcast, television, and telephone are the top three of the most used media in community's public service announcement. The residents adopted different means for reception of information under different circumstances. Furthermore, disaster experience is the most important influence factor on the preference of tools for reception of information. |
