| 英文摘要 | The National Taiwan Museum of Comics, located in Taichung, opened for trial operation at the end of 2023. The selected site for this museum is the former Taichung Prison Official Residence Cluster and surrounding buildings. The establishment of this national-level professional museum, which is supported by the central government's cultural fund, has been highly anticipated by those who are interested in the development of Taiwanese comics, history and development of comics publishing, and comics subculture. However, as the Taichung Prison Official Residence Cluster is a cultural asset, and the former residences are small in size, this site is not conducive to exhibition and viewing. This has triggered thinking on the reutilization of cultural assets at both ends (i.e., museum management and cultural assets preservation). The Taichung Prison Official Residence Cluster was preserved through the initiative of local residents to protect cultural heritage and revitalize the old part of the city. How can a cultural settlement that was originally responsible for recording the history of justice and housing prisoners continue to dialogue with local history now that it is the National Taiwan Museum of Comics? This is one of the network governance forces affecting the development of museum policies. Through methods such as literature review, fieldwork, and in-depth interviews, the aim of this study is to use the analytical framework of network governance to investigate the cultural governance process of the reuse and regeneration of the former Taichung Prison Official Residence Cluster, which is undergoing transformation to become the National Taiwan Museum of Comics. Based on the results, within the dynamic relationships of this governance network, the Ministry of Culture retains most of the decision-making power. Therefore, continuing communication at the local level to ensure the sustained value of this prison complex as a local cultural asset is an issue of concern. |
