| 英文摘要 | The Ministry of Culture announced its intention to establish the National Taiwan Museum of Comics in 2017. This can be regarded as part of the effort to reconstruct Taiwan’s local identity and historical interpretation during the tenure of Minister Cheng Li-jun. “Manga” is part of popular culture. Moreover, it is a subculture with its own business model. From the perspective of art history, there are often heated debates about whether “comics” can be considered artistic creation. The connection between comics and cultural policy, their juxtaposition with “museum,” an institution with a palatial image, and the functions and imaginations involved are the starting points for this article. From the finalizing of the central government’s policy to the declaration of its cooperation with the Taichung City Government, the National Taiwan Museum of Comics has experienced several setbacks, including its re-location. It was finally decided to re-use a cultural heritage site for this museum. Due to the wide range of issues involved in the planning of this museum from services to construction, there has been relatively little discussion on the connotation and value of the establishment of a comics museum, resulting in culture having a functional existence and becoming subservient to administration, as well as the loss of energy that comes from cultural critique. As the museum’s opening approaches, the focus of this article is on the conflicts and negotiations during its planning and preparatory stages. An attempt is made, based on value dialectics, to propose an imaginative vision and possibilities for this impending product of cultural administration. |
