| 中文摘要 | 自1992年馬祖列島解除戰地政務後,後戰地三十年來,地方社會企盼創造屬於自己的文化認同,發展「以閩東文化及戰地文化遺址為主體的特色島嶼」,並以觀光立縣。大學研究團隊作為研究與知識生產者,在此轉型過程中如何以智庫角色,參與地方政府相關研究及提供對策?為探討於地方治理創新之發展主軸下,大學、地方政府與地方社會如何協力合作的機制,以及大學智庫對地方文化治理之影響,本研究採用「知識-行動網絡」(Knowledge-Action Networks, KANs)概念,以參與馬祖列島之後戰地轉型實例,分析大學與地方「知識-行動網絡」的型塑及其對於文化治理之共同設計(co-design)與共同生產(co-production)之過程。本文藉由參與國科會推動的「大學與地方政府合作推動地方人文發展與跨域治理計畫」(簡稱「大-地-方計畫」),所執行的「韌性社會與跨域治理:馬祖戰地/後戰地社會的轉型及創新」計畫經驗,以馬祖的兩個研究面向(戰地文化景觀保存及空間轉譯)為例,分析大學與地方政府、地方社會的協力合作關係,以及共同設計、共同生產策略的動態過程;並檢視大學作為一種「知識行動網絡」的智庫之實踐歷程,如何對馬祖經驗的普世價值、文化治理及跨文化對話發揮更佳助力。 |
| 英文摘要 | Since the demilitarization of the Matsu Archipelago from War Zone Administration (WZA) in 1992, over the past thirty years, local society has been eager to create its own cultural identity and develop a "characteristic island with Eastern Fujian culture and war remnants as its heritages," promoting tourism as a county's economic foundation. University research teams, as producers of knowledge, are faced with the question of how to play the role of think tanks in this transformation process, engaging in relevant research for local governments and providing strategies. To explore the development axis of innovation in local governance, this study adopts the concept of "Knowledge-Action Networks (KANs)." It analyzes the shaping of the university and local "Knowledge-Action Networks" and their co-design and co-production processes for cultural governance, using the example of the post-war transformation of the Matsu Islands. Drawing on the experience of participating in National Science and Technology Council projects, the paper examines the dynamic processes of cooperation between universities, local governments, and local societies, as well as the strategies of co-design and co-production, focusing on two research aspects in Matsu Archipelago (preservation of war cultural landscapes and spatial interpretation). It also examines the practical process of universities as public think tanks in the "Knowledge-Action Network," exploring how they can better contribute to the universal value of the Matsu experience, cultural governance, and cross-cultural dialogue. |
