| 中文摘要 | 儘管近幾年已有許多地方政府創新得獎案例,但仍有多數地方政府政策研發能力,因受到預算、人事與組織等結構性限制而無法有效發揮。本文討論台灣學者專家參與地方政府政策之既有管道所遇到的瓶頸,並以國科會「大學與地方政府合作推動地方人文發展與跨域治理(簡稱「大地方計畫」)為個案,來思考可能的突破之道。本文作者是「大地方計畫」辦公室主持人,自我評估「大地方計畫」至少推進:一來讓地方政府可以更把大學視為知識生產者,而不再只是投標廠商;二則大學可以將其學術社會責任,從社區培力延伸到地方政策。最後本文提出人文社科知識未來要深化應用於地方治理議題上,需要思考大學機構如何在人才培育與知識本體論兩個面向上有更多制度性變革。 |
| 英文摘要 | In Taiwan, there have been many award-winning cases of local government innovation in recent years. Against this backdrop is that policy research capabilities of many (if not to say most) local governments are still unable to be efficiently and effectively developed due to structural constraints, even scholars and experts to some extent having invited to participate in local policy-making. The " Local Governments-University Collaboration Project (referred to as the "LgUC+ Project") sponsored by the National Science and Technology Council aims to promote better university-local government interaction in order to improve local policy innovation process. This paper, the first self-evaluation report of the LgUC+ project as the author is the convener of the project office, claims that two kinds of progress have been made. On the one hand, local governments regard universities as knowledge providers rather than contractors of government-commissioned projects. And on the other hand, universities extend their academic outreach for not only community empowerment but also local policy process. Finally, this article proposes university should make more institutional changes in both talent cultivation and knowledge ontology understanding in order to facilitate humanity and social science knowledge for deeper social engagement to local governance affairs. |
