| 中文摘要 | 近年來,青少年自殺死亡率和犯罪率逐年攀升,顯示心理健康的 重要性,未能及時解決的青少年心理健康問題,短期會影響學習動機、 自尊心和學業成就,長期將對社會和經濟產生長期負面影響。 本研究通過文獻分析法,探討臺灣六都國中專輔教師工作規範的 實施情況,並運用 Rawls 的正義論分析這些規範對教育公平的影響, 特別是在資源分配和學生輔導服務方面的不平等現象。 研究結果顯示,六都輔導工作規範的不一致性導致教育資源分配 不公、弱勢學生輔導服務涵蓋面不足。為了促進教育公平與正義,建議 各縣市統一輔導服務門檻,確保所有學生輔導服務公平;針對弱勢生 提供積極輔導服務,厚實心理資本;以提升輔導效能和保障學生福祉。 |
| 英文摘要 | In recent years, the rising rates of adolescent suicide and delinquency have underscore the critical importance of mental health. Adolescent mental health issues that remain unaddressed in a timely manner not only have short-term adverse effects on students’ learning motivation, self-esteem, and academic achievement, but also impose long-term negative impacts on society and the economy. Employing a literature analysis approach, this study examines the implementation of work guidelines for junior high school full-time counseling teacher across Taiwan's six municipalities. Additionally, the study utilizes Rawls' theory of justice to analyze the impact of these guidelines on educational equity, with particular attention to inequities in resource allocation and the provision of student counseling services. The findings reveal that inconsistencies in counseling work guidelines between Taiwan's six municipalities result in the unequal distribution of educational resources, insufficient coverage of counseling services for disadvantaged students. To promote educational equity and justice, this study recommends establishing uniform for counseling service across municipalities to ensure fair access for all students. It further suggests offering proactive counseling services to disadvantaged students to strengthen their psychological capital, thereby enhancing the effectiveness of counseling initiatives and safeguarding student well-being. |
