中文摘要 | 過去對於原住民照顧議題的研究,目光多集中在原住民族原鄉地區,半世紀 來,原住民自原鄉部落移出,在都市討生活的原住民族人,不少已在都市深根, 如何在「文化照顧」的原則下,納入「因地制宜」的彈性,是都市原住民族在地 老化發展的關鍵。本研究目的在探討都市文化健康站運作現況與困境,為達此目 的,採用深度訪法針對高雄地區都市文化健康站照顧服務員進行質性資料蒐集及 分析。研究結果顯示:目前都市文健站設置比例過低,文健站普遍缺乏無障礙復 康巴士,活動場地使用限制,服務使用者限制原民身分,對於族群融合發展不利, 運作經費不足,照顧服務員行政負荷過重,評鑑模式仍有改善空間,機構領導者 宜具備文化照顧理念。依此,本研究依照研究結果,提出幾項提升都市文化健康 站營運功能的政策思考方針:1 加強都市文健站設置比例,滿足都市原住民長者 需求;2.活動場地有賴政府盤點,交通接送宜有相關措施解決 3.增進都市文健站 照顧服務員專業能力;4. 強化都市文健站營運經費,聘請專業師資與開設多元 豐富的課程;5.減化行政文書作業,降低第一線照顧人力負荷;6.評鑑制度有改 善空間,具體而富彈性以符合不同區域的實際需求。 |
英文摘要 | In the past, research on the issue of indigenous care has mostly focused on the areas where indigenous peoples live. Over the past half century, indigenous peoples have migrated from their ancestral tribes and many of them who seek livelihood in cities have already taken root in the city. How to incorporate the flexibility of "adapting to local conditions" under the principle of "cultural care" is the key to the aging and development of city indigenous peoples. The purpose of this study was to investigate the operational situation and difficulties in the city cultural and health stations. To achieve this purpose, this study used in-depth interviews to collect and analyze qualitative data from care workers of city cultural and health stations in Kaohsiung City. The study found that the current difficulties and needs of city cultural and health stations include: (1) the proportion of city cultural and health stations are too low; (2) the lack of rehabilitation buses; (3) restrictions on the use of activity venues; (4) restrictions on the status of indigenous people as service users, which is not conducive to the integration of ethnic groups; (5) insufficient funding for operation; (6) The administrative burden of nurse aides are too heavy; (7) Supervisors should help nurse aides to solve the problems of on-site older adult care and physical and mental adjustment; (8) The evaluation model needs to improvement; (9) Organizational leaders should have the concept of cultural care. Based on the research findings, this study proposes several policy considerations to enhance the operational function of urban cultural and health stations: (1) Strengthen the proportion of city cultural and health stations to meet the needs of city indigenous elders; (2) The event venue relies on government inventory, and relevant measures should be taken to address transportation. (3) Enhance the professional ability of city cultural and health stations to take care of service staff; (4) Strengthen the operating expenses of city cultural and health stations, hire professional teachers, and offer diverse and diverse courses; (5) Reduce administrative paperwork and reduce the workload of frontline caregivers; (6) There is room for improvement in the evaluation system, which is specific and flexible to meet the actual needs of different regions. |
