中文摘要 | 公共圖書館是國人進修學習的社會大學。然而,我國公共圖書館發展常處於專業人力資源不足、經費拮据、館藏資源貧乏等問題。為解決此困境,政府於2009年至2016年共連續推展二期各四年之閱讀植根計畫,目的在於落實閱讀向下扎根的理念,提倡閱讀風氣,厚實國人閱讀軟實力。其中「閱讀推廣與館藏充實計畫」為閱讀植根計畫之子計畫,由國立臺灣圖書館協助輔導地方公共圖書館。在政府支持及挹注補助經費下,地方公共圖書館開始活絡起來,逐步充實及更新館藏、辦理閱讀活動、改造閱讀環境並對館員進行專業培訓,提升服務質量。在執行閱讀植根計畫的八年期間,可謂是我國公共圖書館發展大躍進的重要時代。本文首先簡述閱讀植根計畫內容,其次探討閱讀推廣與館藏充實計畫執行前後之變化,以綜觀我國公共圖書館近年來的成長。最後提出結論與建議。 |
英文摘要 | Public Libraries are community colleges for people to take further education. However, public libraries in Taiwan face some difficulties, like lack of professional librarians, a tight budget, insufficient collections. In order to solve the problems, the Ministry of Education of Taiwan carried two four-year periods of Rooted in Reading Projects from 2009 to 2016.The purposes were to promote reading to develop reading culture, and to enhance reading soft power in Taiwan. “Reading Promotion and Collections Enrichment” was one of the subprojects of the Rooted in Reading Projects. And National Taiwan Library was responsible for counseling local public libraries. Under the supports and subsidies of the Government, public libraries have become active in increasing collection, holding reading activities, renovating reading environments, and training librarians, as to improve library service qualities. The period of 8 years was a major era which helped public libraries make a big step in development. This article introduces the Rooted in Reading Projects first, and then discusses the growth of public libraries before and after the Reading Promotion and Collections Enrichment Projects were conducted. Finally, the conclusions and suggestions are proposed. |
