| 中文摘要 | 近年國內外重大工安意外事故層出不窮,各類型危害種類皆不斷發生,起因或是管理不善、或是設備管線老舊、或是人為操作疏失…,皆造成非常嚴重的生命及財產損失。其中化學物質的洩漏,尤其是有毒性的化學物質洩漏,在工廠都是屬於不可容忍的風險。例如:H_2S、HCl、Cl_2…等。不禁捫心自問,除了不可抗力的環境因素外(例如強颱、強震、海嘯…等),能以工程科學手段克服的,業者真的都已經盡力了?工廠的安全設計是否真的都已經盡善盡美了?在IEC-61511 中定義的保護層,區分為預防性(Prevention PL)、削減性(Mitigation PL)。以筆者個人經驗而言,大部分的工廠在預防性的安全措施都能有不錯的安全設計,但是在削減性的安全措施則是著墨甚少。本論文的重點則是著重在,針對削減危害嚴重度而設計的水幕系統,評估其削減的性能。除了釐清水幕系統的定位,更希望藉此篇文章能幫助國內工程設計單位、各界業者在削減措施-尤其是水幕系統,能制訂一個定量的性能設計/驗收標準。 |
| 英文摘要 | The industry injuries have increased constantly year-on-year in Taiwan. The causes of industry injuries are triggered by the mismanagement, the aging of pipelines and equipment, and the human error. All these accidents lead to severe casualties and tremendous financial losses. The leakage of chemicals, especially for toxic ones like H_2S、HCl and Cl_2 etc., is the most intolerable risk in the plant. In addition to the uncontrollable natural factors (e.g. typhoons, earthquakes, tsunami, etc.), we should always ask ourselves: have we try our best to avoid these injuries? In IEC 61511, the definition of protection layers include two parts, the prevention PL and the mitigation PL. Most factories have pretty good design on the prevention PL. However, the mitigation PL is rarely seen. The objective of this paper is to assess the ability of the water curtain design in mitigating hazards.
