中文摘要 | 扇平溪位於林業試驗所六龜研究中心扇平林道終點,扇平會館之西側,是扇平森林生態科學園區重要溪流和自然資源。2009年8月8日莫拉克颱風侵襲南台灣,扇平地區單日雨量高達1,283mm,引發扇平溪上游嚴重崩塌,大量土石流下洩,造成扇平會館上下游溪段河床和道路嚴重災害。較為重大項目包括:1、會館後方上游段左岸既有步道區溪岸幅地及所有設施全面沖毀流失。2、溪床淤積砂石厚度高達5~8 公尺,阻斷排洪斷面。3、扇平一號橋淤塞不通,引道及橋樑嚴重受損。4、扇平一號橋前後林道沖毀或淤積砂石,阻斷交通約200 公尺。扇平工作站及會館為六龜研究中心最重要之營運中心,必須極速予以復建。故於災後最短時間,極力籌措經費投入整治。爰於2010年度編列3,500萬元及2011年度編列2,500萬元予以整治之。本文即針對區域特性、自然條件、生態保育以及經濟效益等諸多條件,擬訂整體規劃設計案,分年實施。復建工程完工後,經多年實際監測照相比對和2013、2015年植生調查結果,河道和水流已穩定控制,受保護區域之土方無沖蝕和崩塌狀況,植生已恢復自然演替,足證所採用之工法已發揮預期功效,假以時日本區域將可逐步恢復舊觀。 |
英文摘要 | Shan-ping creek, located at end point of Shan-ping forest road and Westside of Forestry Building, is one of the most vital streams and natural resources in the Forest Science Garden Area. Typhoon Morakot had hit Southern Taiwan on 8th.August of 2009 with a huge precipitation of 1,283mm /day and then caused severe landslides and debris at upstream watershed leading to the damages of roads、bridges and buildings. There were several fatal disasters occurred around this area ,including: 1. An area of 2ha.riparian zone with some scenic spots and forest walkroads behind Forestry Building had been washed away by flood. 2. Sedimentation on the river bed had increased in 5-8 meters. 3. The channel beneath Shan-pin Bridge No.1 was silted up and river bed had been expanded broadly to the down stream. 4. Severe damages on forest road and communication interrupted. Due to the importance of Shan-ping research station in forest ecological management, rehabilitation works had to be quickly progressed as soon as possible. This research is trying to complete the job by combining natural conditions、budget efficiency、construction safety、ecological conservation considerations. The project of integrated planning and design should be executed within two stages through 2010 to 2011. By doing progressive monitoring and vegetation investigation untill 2015,we had found that some work items such as river flow and bed stabilization、erosion control、landslide recovery and vegetation progression had been lead to a positive tendency. Conclusively, the reconstructive engineering was proved not only in correct planning and design, but also in helping the whole area stepping to the stage of well-rehabilitation. |
