中文摘要 | 本研究目的在於應用資料包絡分析法 (Data Envelopment Analysis,DEA)評估 94年度 17家農田水利會,進行灌溉管理效率分析。依農田水利會統計項目資料中,將多變量統計分析方法之因子分析,選出九個項目中,分析潛藏哪些共通要因指標。選擇各家埤圳數、灌溉地面積、排渠道長度、現有員工人數、會員平均灌溉面積(公頃/人)、實際耕種面積(公頃)為投入項目;耕種指數(%)、決算、基金繳款為投出項目。先以階層式集群分析 (Hierarchical Cluster),決定集群數,以 K平均數法 (K-mean)進行非階層式集群分析之集結式集群方法之 Ward’s法,分類群數,最後以單因子多變量分析以做檢定,以分割演算法之 K-mean分類群數結果當成自變數,其九個項目當作依變數,由總檢定 Wilks' Lambda檢定是否集群間異質性最大,集群內同質性最強。估算非參數之資料包絡分析法 (data envelopment analysis, DEA) 之 BCC模式與自由階層處理模式(Free Disposal Hull, FDH)兩模式之生產前緣,續以 R軟體,進行 order-m模式效率評估,由 log-ratio圖判斷評估結果穩定性,衡量 17家農田水利會進行效率分析得知績效水準效標之效標值達到 1之效率良好的分會為 10家各別為:臺東、花蓮、七星、宜蘭、臺中、瑠公、桃園、高雄、雲林、嘉南。 |
英文摘要 | The objective of the current study is to asses the irrigation management efficiency of the 17 Taiwan Irrigation Associations in 2005 using the Data Envelopment Analysis (DEA). The data were collected from the Database handbook and were analyzed by the means of the multivariate Statistical analysis through the Factor Analysis. The factor analysis of nine parameters was conducted to find the main factor influencing the irrigation management efficiency. The main input used in the study were low-lying damp place dike number, the irrigation area, the channel length, the current staff personnel, average irrigated area for each member, the actual cross sectional area. The outputs include the cultivation index, the final income and the charges fees. Firstly K-mean method of the non hierarchical cluster analysis was used to classify the cluster numbers. Secondly, we used 1-way Manova to examine the accuracy of the obtained numbers. The results are set as independent variables; the other nine parameters were regarded as dependent variables. The result of analysis using Wilk’s lambda shows that the heterozygosity between the cluster numbers is bigger and the clusters homogeneity is higher. Two estimation models, the BCC model and Free Disposal Hull (FDH) model were used to estimate the envelope surface through the DEA non parametric approach. We then used the order-m model from R software to evaluate the 17 Irrigation Associations efficiency. Finally, Log-ratio figure was developed to assess the steadiness of the efficiency. The overall result of the study shows that among the 17 Irrigation Associations only 10 (Taitung, Hualien, Chihsin, Yilan, Taichung, Liugong, Taoyuan, Gaoxiong, Yunlin, Chianan) achieved a performance of 1 implying a good efficiency. |
