中文摘要 | 發展綠色運輸及營造便利的公共運輸環境,有助提升公共運輸使用率,減少私人運具使用,節能減碳,減少環境污染,使城市永續發展。現階段高雄市大眾捷運網絡尚未普及,加以轉乘時間增加,不利與私人運具競爭,為鼓勵使用大眾運輸及培養潛在客群,高雄市政府運用環保基金補助民眾搭捷運和公車,期以優惠的票價吸引民眾, 2012年基金補助 9,121萬元,全年產生於捷運端和公車端的旅次量為 2,123萬人次和 424萬人次,合計 2,547萬人次,占高雄市 2012年大眾運輸量 1億人次的 25%;減少 CO2排放量約 1.6萬公噸,效益貨幣化達 2億 3,385萬元。本文說明補助計畫之實務經驗,分析實施績效,包括成本效率、服務效果、成本效果,以及私人運具轉移量、空污減排量及效益貨幣化等,以供施政參考。 |
英文摘要 | Developing a green and convenient public transport environment helps to boost the utilization rate of public transport while decreasing private transportation, saving energy, and reducing pollution. However, since the Kaohsiung Mass Rapid Transit(KMRT)network is not yet complete and taking the KMRT increases transfer time, the KMRT is experiencing difficulties in attracting new passengers. Therefore, to encourage ridership on the KMRT, the Kaohsiung City Government has been using grants from the Environmental Fund as incentive for citizens to opt for public transport. In 2012, this Environmental Fund amounted to $91.21 million NTD, bringing in an additional 21.23 million and 4.24 million trips on the KMRT and buses respectively, amounting to a total of 25.47 million trips on public transport. The numbers account for 25% of transport volume in Kaohsiung City, equating to 16,000 tonnes of CO2 emission reduction, and $233.85 million NTD. This article will explain the practices of the grant program, including cost efficiency, service effectiveness, cost effectiveness, private transportation transfer, air pollution emission reductions and effective monetization. |
