中文摘要 | 本研究使用政策分析模式為主要架構,以美國、日本、中國和台灣為研究對象,建構醫療雲產業政策比較分析模型。首先,以次級資料蒐集各國醫療雲政策發展脈絡,以Rothwell and Zegveld(1981)的創新政策工具歸納探討。再者,利用醫療雲產業所需之產業創新需求找出產業發展所需的政策工具。最後,分析建議未來政策與產業所需的政策工具,提供醫療雲產業發展政策相關建議與方向。本研究主要專注於產業層級與國家層級。在產業層級部分,首先針對美國、歐盟、大陸、台灣之現行醫療雲產業政策進行資料蒐集,並以產業創新系統之觀點配合政策工具進行探討。在國家層級方面,將各國現有之醫療雲政策歸納至國家創新系統之十二項政策工具,並分析整理各項政策所涵蓋之產業創新需求要素,透過統計方法分析各國與總體之醫療雲產業政策。國家層級之實證結果顯示,目前醫療雲產業現有政策以「法規及管制」之政策工具比率最高,達21.7%,而在「公營事業」與「科學與技術發展」之政策次之,皆為17.4%,而台灣目前政策偏向為「公共服務」與「科學與技術發展,皆為25.0%,次之為公營事業政策16.7%。 |
英文摘要 | This research discusses innovation policies in the healthcare industry via the Cloud of the United States, European Union, China and Taiwan. We adopt Rothwell and Zegveld's model of industrial innovation policy as a research approach to analyze and compare innovation policy instruments across the four nations. First, we collect data and then explore policy instruments insides. Finally, we explore policy instruments and provide several suggestions for development of future healthcare industry via the Cloud development. The study focused on the industrial level and the national level. In terms of the industrial level, the study collected the information of the current situation of the healthcare cloud industry and the related policies in US, EU, China, and Taiwan. The analysis used the industrial innovative system model to find the innovative required factors of the healthcare cloud. In terms of the national level, the study categorized the current related policies into the 12 policy instruments of the National Innovation Systems, and analyzed the relation between the current related policies and industrial innovative required factors. Results of the study in the healthcare cloud at the national level reveal that the highest rated policy instrument is Laws and Regulations (21.7%), the second rated instruments are Public Enterprises (17.4%) and Scientific and Technical (17.4%). The highest rated policy instruments in Taiwan are Public Service (25.0%) and Scientific and Technical (25.0%), the second rated instrument is Public Enterprises (16.7%). |
