中文摘要 | 依據衛生署統計,交通事故已蟬連多年兒童事故傷害死因首位。交通事故除與各類車輛安全議題相關外,靖娟基金會也意識到目前臺灣學童通學環境的安全度過低,導致學童走路上學的比例偏低,因此也開始著力於改善學童的通學環境,發展國小學童安全上學方案。該方案導向乃以「安全」為關注焦點,自2006 年起開始結合各界資源、與社區合作,以國小學童為主軸推動之,藉由改善環境中的不安全點,創造得以讓學童安全通學的環境。目前推動範圍已擴及臺北市12 個行政區共50 所學校。該方案原設定以傳統3E 之交通改善策略進行通學環境改善,但推動過程中迭遇困難,其中尤以社區居民意願改變、改善經費未到位及交通工程改善期過長等問題更使方案成效難以立即呈現,因此,建議進一步導入鼓勵及評估兩策略,提升社區民眾對交通安全的重視程度、激勵其共同營造安全環境的動力,使安全上學方案之推動工作更為順暢有效。此外,在通學環境改善過程中,本會發現一般人仍習慣以自我本位出發,忽略相對弱勢之兒童,因此,本方案以社會工作「人在情境中」觀點為基礎,將兒童設定為主體,依據兒童之身心發展,將其在通學途中所能遇見之相關人事物皆列為相關標的,再依據學童之需求,設定環境檢核指標,將使環境檢核能更為周全。讓兒童能安全上學並非政府、家長、社區任一方能獨立完成的工作,因此,本會建議應建立三方合作模式,催化民間非營利團體、在地社區組織與政府之力量共同合作,深入了解社區與學校環境之問題及學童上下學路程的安全需求,在發現問題後,由公部門成立單一對口整合列管追蹤,在克服公務體系人力不足及橫向聯繫或分工的難處後,進而解決問題並達成讓兒童安全上學之目標。 |
英文摘要 | Traffic-related accidents are the number one cause of death among children aged 14 or younger in Taiwan. The safety of their children on the way to school is a primary concern for parents. Therefore, the Jing Chuan Child Safety Foundation proposed a “Safe Routes to School Program” in 2006. The Foundation has been implementing the program since that time. The program integrates community and government resources to create a safe environment for children going to school, especially for children walking to school. The areas of improving has been extended to a total of 50 schools in 12 districts in Taipei. The program has encountered some difficulties. On several occasions, some of the residents in communities at first agreed with the improvement strategies (e.g., replacing parking spaces with a sidewalk), but then later changed their mind. In addition, insufficient funds are a problem, as well as traffic improvement projects taking too long to complete. Therefore, In addition to 3E strategies, two strategies of encouragement and evaluation were introduced into this program to enhance the awareness of road safety for community residents and to encourage them to build a safe environment together.Besides, in the process of improving the commuting environment for children, we found that people are often self-centered, which causes them to ignore children’s needs. The concept of “person-in-situation” from social work was introduced into this program. Children are the focus of the program. In accordance with children's physical and mental development, we need to carefully consider what and whom children will encounter on their journey in order to set up the appropriate safety assessment indicators for comprehensively assessing the walking environment. Creating a safe environment for children walking to school cannot be achieved by the government, parents or communities working alone. The Foundation built a tripartite cooperation model to coordinate non-profit organizations, local community organizations and the Taipei City Government. These entities worked together to explore the walking safety issues in neighborhoods and came up with safety improvement strategies. In addition, the Foundation and the public sector set up a single integrated tracking system for coordinating the work among different organizations to reach the goal of creating a safe environment for children to walk to school. |
