| 中文摘要 | 十九世紀工業革命後,人為開發不斷排放溫室氣體所造成的溫室效應已明顯造成全球暖化現象,而全球環流系統也因此遭受影響,所形成之天然災害強度增加且頻率逐漸升高,因此全世界開始意識到氣候變遷對生活之影響,並探討其因應方式及對策。氣候變遷衝擊著台灣的水土資源,極端氣候對台灣坡地環境已造成崩塌、侵蝕、土石流、淹水、農業減產、與生態多樣性降低等問題。政府對坡地水土資源保育利用面臨著極大之挑戰,需提出因應氣候變遷的水土保持調適政策與措施,俾助於水土資源保育效益。本研究利用降雨及蒸發量等長期氣候資料計算仝台濕潤指數平均值、變異係數及長期趨勢之空間分布,據此篩選出淹水、乾早及土砂災害潛勢之三處重點集水區,俾提出未來相關問題及因應對策。結果顯示,朴子溪流域因變異係數較大且平均值最高,因此為淹水潛勢重點集水區;新店溪之出口之台北站因近年濕潤指數趨勢為負相關,故為乾早潛勢區位;旗山溪集水區則因近年土砂災害較為嚴重,且上游地區濕潤指數極高,因此為土砂災害潛勢區位,可供管理單位由法規函、技術面及管理面以此三處為示範樣區,研擬氣候變遷相關之保育及治理策略。 |
| 英文摘要 | Greenhouse gas emission and global warming due to human activities have made global temperature rising steadily since 19th century, the Industrial Revolution. Some catastrophic changes caused by this phenomenon, for instance, the changing global circulation system, the high intensity and frequency of disasters, have made the world notices that the climate change is now affecting our life, and eager to look for some solutions and strategies against this change. This change has made some catastrophic events like landslide, debris flow, flood, and the decreasing of agricultural products and biodiversity in Taiwan. Authorities are challenged by these events and longing to discuss the strategies for soil and water conservation. Precipitation and evaporation are used to calculate the parameters (mean value, coefficient of variation and variation trend) of moisture index in this study. Then three key watersheds, which are susceptible to severe drought, flood and sediment, are selected to study for deriving the corresponding strategies. The result shows that Puzih watershed. |
