中文摘要 | 水利署成立「中央管河川遠端監控系統及監管中心推動小組」,於各河川局設置 遠端數位監管中心,以數位科技系統於各河川局轄管河川區域內設監視站,進行重要 敏感區的監管,期以最少又最有效的人力運用,達到同時多區段的監管工作。但因各 河川局之業務需求及環境限制,通訊狀況、硬體設備及軟體功能等均有所差異,水利 署內的業務管理人員如欲查詢各河川局的相關業務,必須在各河川局間的系統進行切 換,需適應不同系統的操作介面,在管理上極為不便。 因此,本計畫以河川局監管中心業務為主軸,建置「河川監控管理整合平台」, 整合河川局監管中心之即時影像及歷史影像,以統一入口的方式線上瀏覽及調閱影 像資料,可即時掌握河川局監管站的現況,減輕河川局監管中心系統間切換的不 便利性。本平台並成立遠端監控中心RMNOC(Remote Monitor Network Operation Center),建立河川局異常通報處理流程,以「河川監控管理整合平台」為資料中心, 匯集自河川局自動通報的異常事件,由全天候不間斷的值勤與應變執行監控系統運 作,進行異常事件確認及通報流程事務,以維持河川監管之正常運作維護及監測工 作,並落實通報處理的成效。 利用現有影像車輛判釋技術,於王田監控站設置示範站,進行河川車輛進出監控 之可行性評估,車牌辨識正確率約為96%,並可搭配合適的研判規則供系統執行,大 幅減少人工比對工作,將能準確的提供有價值的警告訊息。 本計畫以整合性概念來架構系統運行,能確實掌握各河川局監控站之即時資訊, 不但利於統一各河川局異常事件通報之流程,更能於防汛時期提供相關資訊給有關人 員,達資訊流通之功效。 |
英文摘要 | The Water Resource Agency (WRA) established the Promotion Group of Remote Monitoring System for Rivers Administered by Central Government, to set up remote monitoring and management centers at each River Management Office (RMO). The monitoring centers had applied the advanced monitoring technology to construct control points and monitoring stations at the sensitive areas. The monitoring systems at each office have managed the monitoring tasks with the least but efficient manpower. Restricted by the demands and the geological environment, every RMO has different devices, software,and communication options. The operators at the Water Resource Agency need to switch systems between local offices to inquire information. They have to adapt themselves to various operation interfaces, which can be inconvenient in monitoring management. Therefore, an Integrated Platform for River Monitoring and Management was designed and established to fulfill the business demands of WRA. The integrated system developed from this project has integrated the real-time and history images and videos from each monitoring center, and offered one integrated entrance for online browsing and image requesting. The functionality of the platform has assisted the WRA to promptly administer each RMO and local conditions, reducing the inconvenience of switching systems between offices. The platform had adopted the concepts of Network Operation Center (NOC) to set up the notification and response procedures for unusual events. Using the Integrated Platform for River Monitoring and Management as the data center, the unusual event notices will be sent to the system from each RMO, and the response to the events will be conducted in the next 24 hours through the same platform. The feasibility of vehicle detection system had been evaluated at the WangTian Monitoring Station. The initial results had shown that detection accuracy of license plate was about 96%, indicating the technology and vehicle detection system is applicable. For the purpose of maintaining the operation of the River Monitoring And Management Integration System, we have to continuously enhance the system functions to accomplish the gaol and cooperate with the Remote Monitoring Network Operation Center(RMNOC) operation, the function enhancement and the data identification of the license plate detection to modulate the structure and revise the system,so that we can meet the business needs of the River Monitoring And Management Integration as well as the concept of sustainable operation. |
