中文摘要 | 為提升民眾使用中藥材之安全性,並配合行政院第23 次科技顧問會議建議衛生署研議「酌量、分期增加可同時供食用之中藥材品項」,並考量同時制定安全規範,目前已有203 項中藥材被公告為可同時供食品使用。但中藥材除供食品使用外,若以健康食品的形式服用,更能達到控制劑量的效果,也能以個別產品審查,其安全性保障更為明確;另若有適當的功效宣稱,對民眾而言也是有用的使用指引。本計畫調查國際上中藥材供健康食品使用之情形,由此分析適合作為健康食品之中藥材,並探討其所需之安全性考量。 執行結果如下: 一、調查並比較我國、中華人民共和國、加拿大、美國、日本、歐盟健康食品或保健食品制度現況、功效宣稱方式及申請上市所需檢附之有效性及安全性資料,並翻譯相關基準或文件。 二、調查我國、中華人民共和國、加拿大、美國、日本健康食品或保健食品之品項及所宣稱之功效,並選出中藥材來源的健康食品或保健食品。 三、將中藥材來源之健康食品列表比較,並篩選適合者作為「研發健康食品可參考的中藥材品項」。 四、草擬「中藥材同時供健康食品使用之安全性評估基準」,並諮詢中醫藥、食品、藥理學、毒理學專家意見。 |
英文摘要 | In order to promote the safe use of Traditional Chinese Medicine (TCM), and at the suggestion of the 23rd Science & Technology Advisory Board Meeting and Strategic Review Board (SRB) Meeting, Taiwan’s Department of Health is considering the possibility of allowing certain TCMs to be used as foods. These are gradually being phased into use, while guidances for safety assessments are also being formulated for these TCM products at the same time. Up until now, 203 TCMs have been proposed as fit for use as foods. However, if TCMs are to be used as health foods, the actual dosage taken could be better controlled. The regulatory authority could review these products on a product by product basis. Such measures would provide more safety for the use of TCMs. In addition, appropriate health claims for these TCMs products providing instructions for proper use. The present study investigated how international regulatory authorities regulate TCMs intended for use as health foods. We also analyzed which TCMs are suitable for use as health foods and we have attempted to establish guidances for safety assessments. In the results: 1.We investigated guidances relating to health foods published by regulatory authorities in Taiwan, Mainland China, Canada, the U.S., Japan and the E.U. We also investigated how the products’ health claims are made and what data are required to support them. 2.We searched lists released by authorities regarding which TCM items may be used as health foods. 3.Accordingly, we propose a list regarding which TCM items may be used as health foods and their related health claims for Taiwan. 4.We have established a safety assessment guidance for these products with reference to the guidelines of other countries. We have also consulted leading experts in Chinese Medicine, Food Science, Pharmacology and Toxicology. |
