中文摘要 | 由於都市地區為人口及建築物密集之區域,一旦發生嚴重災害,導致民眾生命財產受到嚴重威脅及損失,故針對都市地區避難據點做合理評估,提供民眾避難休息等待醫療及救援,以降低災所害造成損失,實有其必要性,根據目前國內都市防災規劃中所劃設避難圏域,以中心法或覆蓋區位法來劃分避難據點所服務範圍半徑,其服務圈域大小會因地理條件差異、都市人口密度而有所不同,進而影響人員避難時間和避難據點服務不均,為此找出合理服務範圍與時間是成為重要之議題。 本研究以台中市太平區為實證地區,將依據當地地區都市計畫圖、避難人員特性、人員密度等條件來結合Simulex模擬軟體,作災害模擬時的人員避難路徑之情形,同時進一步分析各避難據點可服務人數與服務距離之關係,也須修正目前過內常用避難圏域劃設準則,檢討避難據點增設之情形,以作為都市震災避難據點設置與避難圈域劃設之參考。 |
英文摘要 | For high density of people and crowded buildings in the city, once the disaster occurred, the residents will suffer serious threat and heavy losses. So, it is necessary to have a reasonable evaluation on urban refuge for people to rest and proving medical supply and treatments in order to mitigate the damage. According present domestic urban disaster prevention plan, the planer take center point method or cover up method to demarcate the service range. But the geographic condition and people density of the urban area are different that will affect the evacuation time and the even service range of the refuges. So, this is an important issue to find a reasonable solution of the refuge service range. This research took urban area of the Taipin district in Taichung city as experiment area. According to the urban planning map and density of residents, the researcher will study the emergency evacuation system that included the evacuation routes and temporary refuge places in order to process the simulation. The research used the computer software “Simulex” to simulate the duration time of the people escaping from their living places to the refuge place in the evacuation. To analyze the refuge contains and its service range, thus we can do the revise and improvements for planning evacuation route systems and refuge shelters with suitable locations and enough numbers. |
