中文摘要 | 我國警政機關對於警察人員之職能分析與能力培訓,目前尚不積極,而在相關文獻中,警政機關或學者對於此一課題著墨亦不多,在我國警察組織服務對象從執政者轉移為人民,從執行中央政策到回應地方人民需求的時候,傳統一條鞭制度強調一體適用,集權領導等特性,是否會使地方警察組織與實際現象產生脫節,故在規劃未來警察人力資源時,可能需要思考在充實地方警力之後,如何賦予其因地制宜的能力,讓地方警政首長能突破舊有、制式的勤務框架,將所屬警察人力資源運用地更有效率,並能發揮適用於各地區之獨特創意。就警察人員之職能與人力資源管理等,予以建議如次:(一)對於警察人員之職能培育,應分流、分階管理,以應實需。(二)核心能力應切實考核,並隨時修正,保持人員活力。 |
英文摘要 | In Our Country, Police authority for police officers on the functional analysis and skills training, It is not active, and in the literature, the police authorities or scholars do not well for more than this issue. In our police organizations serve those in power transfer from the people from the implementation of central policies to respond to the needs of local people when a whip system emphasizes the traditional one size fits all. Centralized leadership and other features, It will make the local police organization out of touch with the actual phenomenon. So the police human resources planning for the future, You may need enrich the local police after thinking in how to give it the ability of local conditions. So that local police heads to break the old, standard of service framework, will belong to the police more efficient use of human resources, and can play for the unique creativity of each region. The following functions will be on the police personnel and human resource management, to be taken are recommended: (A) The functions of training for police officers, should be diverted, sub-order management, to meet real needs. (B) Assessment of core competencies to be effective, subject to amendments, to maintaining vitality. |
