中文摘要 | 根據教育部的統計,99 學年度全國已經有92 所公私立技職校院。又在技職體系的大學校院部分科系,其專業必、選修課程的規劃,早已與證照考試相結合了。至於普通科目方面,技職校院也普設通識教育中心,而在通識課程當中,除了中、英文之外,「中華民國憲法」是比較多學生會選擇的必選修科目。因此,「中華民國憲法」的授課教授,在以理工科系為主軸的技職 校院中應扮演何種角色,頗值吾人探究。誠如梁啟超先生所言:「科舉合於學校則人材盛,科舉離於學校人材衰;有科舉無學校,則人材亡」。大學教育宜強調通才教育,使學生能具有 廣泛的知識及適應環境變化的能力,這與具備專門技術以應特定職業所需同等重要。本文針對憲法教學內容的演變、國家考試科目之變遷以及其相互間之關係,以歷史回顧與內容分析法來探討,並針對技職校院的課程設計與教學提出具體建議。期能強調憲法科目的實用性,並調和憲法教學之理想與現實,以利學生之學習與運用。 |
英文摘要 | In 2010, the total number of universities and college of technology has already reached ninety-two. Among these schools, the course formulations of some departments have linked with certificates and licenses. The general educational center offers a lot of courses, among which R.O.C. Constitution is one of the most popular choices aside from English. Thus, what roles these constitution professors play deserves scrupulous considerations. Famous educator Liang-qi-chau( 梁啟超) used to point out:“ The mutual cooperation between schools and imperial examination( 科舉) contributes to the proliferations of scholars, experts, and specialists. Without examinations, education in schools is doomed to fail. Similarly, without schools, it is impossible for our societies to cultivate a lot of scholars, experts, and specialists.” Therefore, it is taken for granted that general education must be emphasized not only to intensify students’ scope of knowledge but to help them adjust external circumstances as well. This means that courses of general education play an important role as those of required courses. This essay intends to discuss the relationship between R.O.C. Constitution and Civil Service Exams in terms of historical perspectives and content analysis. This essay also offers some suggestions to focus on the usefulness of constitution with an eye to arousing the attention of students and to helping students how to learn and apply constitution to their advantage. |
