| 中文摘要 | 我國自1950年在臺灣恢復舉辦高等及普通考試以來,對於建立公平客觀、公開競爭之考試制度,推動無障礙考試環境,一向不遺餘力,保障人權的精神逐漸納入各項考選施政作為,經多年努力,業獲致一定成效。本文以考試院2011年1月27日第11屆第122次會議通過「檢視相關業務之人權保障與國際接軌」報告內容為依據,說明憲法及兩公約保障人權內容與考選業務密切相關之平等權、參政權與少數弱勢族群權利等,並嘗試進一步與近十年之考試院施政綱領、考選三項基本法律修正、國家考試相關人權白皮書及考試制度改進等作為聯結。 |
| 英文摘要 | Since 1950, the government of Taiwan (ROC) has held several senior and junior examinations. In order to establish fair, objective and open competition of examination system, our government has spare no effort in barrier-free environment for examinees. With the spirit of human rights protection, several policies have been incorporated into the examination system. After years of efforts, the examination system has achieved certain success. This paper is written based on the report of “Review of human rights protection and being geared to international standards for related services”, adopted by the 122nd meeting of the 11th Conference of Examination Yuan on January 27, 2011. The equal rights, political rights, the rights of minorities and other disadvantaged groups which are closely related to examination services and the contents of human rights protection defined by constitution and the two International Human Rights Covenants are discussed in this paper. The attempt of further linking the policy agenda of Examination Yuan for nearly ten years, the three amendments of the Examination Act, National Examination-related Human Rights White Paper and measures to improve the examination system are also described in details here in this paper. |
