中文摘要 | 1860年代台灣茶成功進軍美國市場之後,台灣茶業快速發展,很快地成為清末台灣出口的最大 宗。日治初期,茶葉的生產受到政治不穩定的影響一度萎縮,但很快地又恢復生機。不過以傳統手 法經營的台灣茶業經過半世紀的發展之後面臨了三個挑戰:一是美國市場遭遇東南亞產茶國強力的 競爭;二是台灣茶出口市場過於集中,無法分散風險;三是台灣茶業的經營與管理方式過於落後, 無法提昇茶葉的質與量。日治之初,茶葉依然是台灣重要的出口商品,日本總督府為挽救台灣的茶 業,乃推動一系列的茶業改良措施,企圖以科學方法全面改善台灣茶業的體質,使台灣茶業步向現 代化。這些茶業改良措施的主要內容包括:茶業科學研究與人才培育、改良茶樹栽培與茶葉製造、 建構茶業組織與改良茶葉交易制度、開發紅茶的生產與外銷,以及運用現代化的行銷方法拓展國際 茶葉市場。在官方政策強力主導以及有效率的輔導與推動下,這一系列的茶業改良措施大多落實並 獲致豐碩的成效。戰後,台灣茶業得以持續發展,台灣茶的聲名保持不墜,主要歸功於日治時期的 台灣茶業改良,奠定了台灣茶業現代化的堅實基礎。 |
英文摘要 | After the Formosa tea was successfully exported to the New York market in the 1860s, the tea industry in Taiwan had been developing rapidly. Tea quickly became the largest of Taiwan's exports in the latter period of the Qing Dynasty. Hit by the impact of political instability, tea production in Taiwan was shrinking in the early stage of Japanese colonial rule, but soon it returned to its previous amount of production. However, after half a century’s development, the traditional tea industry in Taiwan was facing three challenges: firstly, Taiwan's tea in the U.S. market encountered a strong competition from tea-producing countries in Southeast Asia; secondly, the over-concentration of the Taiwan's tea export market ran the risk of putting all eggs in one basket, and thirdly, Taiwan's tea industry had been lagging far behind in the aspect of modern management, resulting in the comparatively poorer quality and quantity of Taiwanese tea. Due to the fact that Taiwanese tea had long remained a staple of export in the early stages of Japanese occupation, Japanese Governor promoted a series of measures as remedy. In the hope that the modernization of Taiwanese tea could become a reality, Japanese authority employed scientific methods to achieve an overall and effective improvement of the structures of Taiwan's tea industry. The primary aspects of improvement included: ushering in scientific research and cultivating professionals of tea, improving the cultivation of tea-tree and tea manufacturing, establishing tea industrial organizations and improving tea trading systems, promoting the production and export of black tea and the use of modern marketing methods to expand the international market of tea. Under the strong lead in the official policies and efficient guidance and encouragement, this series of measures to improve the tea industry largely completed and achieved fruitful results. Taiwan's tea industry had been laid so solid a foundation of modernization during the Japanese colonial period that the reputation of Taiwan's tea is able to maintain after World War II. |
