| 中文摘要 | 本文旨在以職能理論為基礎,討論人事行政高考三級與地方特考三等考試,並對於:1. 職系與考試類科設定;2. 考試類科評量科目選擇;3. 考試類科評量科目評量內容;4. 紙筆測驗方式以外的評量工具;5. 應徵資格設定等五項議題加以分析。文中首先指出,基於人事行政的專業性,以及政府對人事行政人才之需求等兩項理由,人事行政考試類科有單獨設立的合理性。其次,依據核心職能理論,專業科目可以整併為行政學、行政法與人事行政共三科。再者,基於與工作有關之個人特性,係屬人事行政職能的重要面向,因此應可於傳統以紙筆測驗為主的專業考科之外,引進較為多元的評量工具。最後,基於專業養成需一定年限、高等教育資源不應浪費,以及現行考選制度仍有待加強三項原因,本文建議可以對人事行政高考三級(特考三等)增加以專業為基礎的應考資格限制。 |
| 英文摘要 | Working upon the foundation of competency theory, this paper discusses Level 3 Senior Civil Service Personnel Administration Examinations and Grade 3 Special Examinations for Local Personnel, offering analysis of five issues as follow: 1. Job classification and examination subject design; 2. examination category assessment subject selection; 3. examination category assessment subject content; 4. assessment tools other than pencil and paper written testing, and; 5. job interview qualifications. This paper firstly notes that, in view of personnel administration professionalism and government demand for qualified personnel administrators, it would be reasonable to establish a separate personnel administration category. Secondly, based on core competency theory, professional subjects may be consolidated into the three subjects of Administration, Administrative Law, and Personnel Administration. Next, in view that individual attributes related to work are an important aspect of personnel administration competency, in addition to professional examination subjects administered via conventional written tests with pencil and paper, other varied assessment tools should be introduced. Lastly, given that professional development requires minimum age restrictions, higher education resources should not be wasted, and the current examination system would benefit from strengthening, this paper recommends that examination qualification restrictions based on professional achievements be added to Level 3 Senior Civil Service Examinations (Grade 3 Special Examinations) in Personnel Administration. |
