中文摘要 | 本文參照Spencer & Spencer(1993)及施能傑教授所建構的職能評量邏輯,模擬分析公務人員高考三級及三等地方特考一般民政類科考試方式及應試科目的適當性。從制度現況開始討論,再逐步擴展至一般民政職系的職能需求、職能模式實踐的困境、及對一般民政類科考試方式及應試科目的適當性作一回應。本文認為在職能評量的角度下,現階段可增加效度、不致大量耗費資源、實務上可行的作法是分階段考試、增加口試及重新設計實務訓練,實務訓練的重新設計尤為重要。專業科目均與執行職務所須能力相關,惟須配合分階段考試調整。 |
英文摘要 | With reference to the competence assessment logic established by Spencer & Spencer (1993) and Professor Shih Neng-chieh, this paper conducts simulated analysis of the suitability of examination methods and subjects for Level 3 Senior Civil Service and Grade 3 Special Examinations for Local Personnel in general civil administration categories. Beginning with a discussion of the current state of the system and progressively branching out to address in turn the competency demands of general civil administration job categories and classifications, difficulties facing practice of competency modalities, and the suitability of examination methods and subjects in general civil administration categories. This paper holds that, from the standpoint of competency assessment, administration of examinations in stages, plus oral examinations and re-designing practical training, are feasible ways to enhance validity in practice at this time without significant waste of resources. Among these, the re-design of practical training is especially important. |
