中文摘要 | 高雄縣政府於2004 至2007 年間在原住民地區積極推動鄉立托兒所與鄰近公立幼稚園之整併,其方式為在高雄縣所屬之三個原住民山區各擇一校先進行空間與硬體規劃,再自內部作整體之整併。本研究使用深度訪談、觀察、文件收集等方式,除了瞭解三所鄉托與公幼的整併歷程與運作模式外,亦運用平衡計分卡建構適合評估鄉托公幼整併的績效指標,並探討三所鄉托與公幼整併後的績效與管理。最後,綜合研究所得提出建議,以做為政府當局發展原住民地區學前教育政策之參考。 |
英文摘要 | The government of Kaohsiung County implemented the incorporation of public kindergartens with public nursery-schools in the three aboriginal districts from 2004 to 2007. This study used the methods of in-depth interviews, observations, and collecting documents to understand the incorporating progress and operation mode of the three cases. In addition, the viewpoint of balanced scorecard was used to establish the suitable index of performance evaluation for the three cases of incorporation and to evaluate the performance management after the incorporation. Finally, by synthesizing research results, suggestions were made for developing a clearer policy regarding early childhood education in aboriginal districts. |
