中文摘要 | 工業革命後,工廠排出大量的溫室氣體,使地球表面溫度增加,形成全球性氣候變遷,而氣溫的上升導致南北極地冰山融化,使海水位上升及海岸線後退。降雨也因氣候變遷導致降雨時空分佈不均、出現降雨強度愈來愈強、乾旱愈來愈嚴重的極端氣候現象,並引發較以往更為劇烈之洪旱災害,造成嚴重之損失與衝擊。臺灣近年侵臺之颱風個數及強度均有增加的趨勢,「豐愈豐、枯愈枯」的現象。本研究旨在釐清氣候變遷相關因子對我國河川與海岸災害防治及水資源管理之影響與衝擊,界定關鍵問題,研擬可行調適策略,供未來因應參考。 |
英文摘要 | Since the Industrial Revolution, the manufactures have emitted a huge amount of greenhouse gas increasing the ground temperature of the earth that becomes a problem of the global climate change. The iceberg melted on north and south of polar which made the sea level rising and the coastline going backwards due to the temperature rising. Climate change has caused uneven rainfall distribution in space and time. Therefore, the phenomenon of extreme climate including the heavy rainfall and critical drought frequently appears in the world. The impact of extreme climate has caused serious losses or damages on the flood or water shortage. In recent years the number of typhoons attacked Taiwan and their rainfall intensity increased. The discharge in rivers increased in the wet season, and decreased in the drought season. The paper investigates the influential factors related the global climate changes that impacts ofriver and coastal disasters and water resources in Taiwan. Furthermore, the key factors are used as the basis for the planning of adaptation strategy on policy implementation in future. |
