| 中文摘要 | 目前公務人員高普初等考試及特種考試為國家考試體系初任公務人員進用之二大管道,公務人員高普初等考試係全國一般性之考試,與特種考試係因特殊性質機關需要而辦理之考試,二者之辦理期程、應考資格、分發任用及轉調年限限制等均有相當程度之差異。 本文從落實憲法考試用人精神及考試院考用合一政策,闡述現行公務人員高普初等考試及特種考試之發展、重大變革及應考方式等,進而論析二者考試之差異性,並由近年來統計數據論證各種特種考試請辦規模及考試錄取人數確有逐步超越高普初等考試之趨勢;又為維持高普初等考試與特種考試之適度規模,並切合用人機關之任用需要,本文分析行政院人事行政局因應二者考試間之消長情形所採取之分流列缺控管原則、鼓勵各機關提列高普考試職缺之措施及實施成效,並由用人機關角度、考試院歷年修正公務人員考試法等相關規定對各機關提報高普初等考試職缺之影響及特種考試對用人機關所發揮之特殊功能等實務運作層面提出未來改進建議,上開淺見希可作為未來考試院規劃相關政策之參考。 |
| 英文摘要 | As currently practiced in Taiwan, the national examination system consists of Senior, Junior, and Elementary Civil Service Examinations and Special Examinations, the two main avenues through which entry-level civil servants are recruited and inducted. Senior, Junior, and Elementary Civil Service Examinations are general national examinations, and are separate from Special Examinations administered in accordance to the requirements of various agencies. Differences in scheduling, eligibility requirements, employment assignment, and transfer restrictions based on years of service separate these two categories. In the spirit of the ROC Constitution providing for examination-based employment and the Examination Yuan’s combined examination and employment policy, this paper details the development, major changes, and examination methodology of the Senior, Junior, and Elementary Civil Service Examinations and Special Examinations, then proceeds in turn to analyze the differences between the civil service and special examinations, and on the basis of statistics compiled for recent years identifies and explains the trend of increasing scope and number of qualifiers in various national Special Examinations beyond that of Senior, Junior and Elementary Civil Service Examinations in recent years. In the effort to maintain the appropriate relative scales of Senior, Junior, and Elementary Civil Service Examinations and Special Examinations and ensure alignment with the demands of employing agencies, this paper engages in analysis of the two-tiered vacancy-regulation principle adopted by the Central Personnel Administration of the Executive Yuan to address the relative growth and decline of the two main examination categories. It encourages agencies to propose measures to list position vacancies available through Senior and Junior Civil Service Examinations and results of implementation. Further, from the perspective of employing agencies, examining the impact of Examination Yuan revisions to the Civil Service Examinations Act and related regulations on agency submissions for fulfillment of position vacancies via Senior, Junior, and Elementary Civil Service Examinations, and the particular function of Special Examinations for employing agencies and such issues on a practical level, it offers recommendations for future improvement in hopes of informing future related Examination Yuan policy planning. |
