| 中文摘要 | 在多元化的時代,政府必須面對社會的多元性與競爭性,為達成組織目 標,政府機關首長的領導行為與公務人員的核心價值是決定政府績效的重要 因素。本研究以台南縣、市政府公務人員為對象,從判斷分析的觀點,以社 會判斷理論(Social Judgment Theory , SJT)為研究方法,藉由 SJT 驗證影響 政府績效之原因。分析發現「核心價值、人際取向之領導行為、工作取向之 領導行為」等在台南縣、市政府公務人員心中的優先性程度分別為:核心價 值(11%與 25%)人際取向(50%與 27%)工作取向(39%與 48%),此結果 顯示台南縣市核心價值偏低,故台南縣市政府應研究加強落實公務人員的核 心價值,以提升清廉度,提高政府績效。 |
| 英文摘要 | Now ,the government should face up to the competitiveness in the diversified society .In order to accomplish the of government ,the leadership's behavior of the government chief and Core-Values of the official's are the key factors affecting the performance of government .In this study ,Tainan City and Tainan County governments are used as an example to explore their relationships .Social Judgment Theory (SJT) and Judgment Analysis Viewpoint are used as a research method in this study .Results indicated that the Core-Values ,personal relation and job importance accounted for11-25%,27-50%,39-48%, respectively .The results can be used as parameters of references for the research in the future. |
