英文摘要 | With a total length 42.7 kilometers, the Kaohsiung MRT red line and orange line opened in April and September last year (2008) separately. The total construction cost was about 181.38 billion NT dollars including the government contribution of 46.12 billion NT dollars, a government investment of 104.77 billion NT dollars and a private investment 30.49 billion NT dollars. The opening of these two lines declared that the public works in Kaohsiung metropolis have stepped into a new generation. Although the opening of these two lines meant the successful finish of construction, it’s also the beginning of the more important operation and management duties in the next stage’s work. In order to achieve self-sufficient finance in the operation and management of Kaohsiung MRT system, how to promote the ridership became the most important challenge and task. The Kaohsiung municipal government began a serious of complementary urban planning and land use policies dividedly in the construction period far before the opening of the MRT system. Hoping that these policies and the incentives the policies offered could contribute to the land developments and land uses in both public and private owned lands along the MRT routes, improve the reasonable urban development to promote the value of land-use and achieve the long-term goal of the city area’s prosperity. At the same time, the more important part is to make use of the land developments introduced by these complementary urban planning and land use policies to efficiently promote the ridership and change the resident preference in transportation in order to get the self-sufficient finance achievement in Kaohsiung MRT system. Besides the complementary urban planning and land use policies the Kaohsiung municipal government used for the operation and management of Kaohsiung MRT system and the outstanding benefits they generated until now, this article also proposes the point of view to the continuing policies. |
