中文摘要 | 邁向國際化是高雄市無庸置疑的發展目標,然而,面對看似細 微但影響深遠的問題則是發展目標是否能夠達成或至少逐步接近 的關鍵過程。長期以來,交通秩序不良一直是高雄城市生活中的重大問題之一,而小學生上下學的交通秩序則是一重要的縮影。此外,交通秩序在教育場所兼具身教與境教的重要性,教育內容與日常現實生活之間的差距,對於法治觀念的養成與友善城市環境的營造具有顛覆性的破壞力。然而,在高雄市目前的現況下,改善上下學交通秩序的確存在許多難以解決的問題。本文以上下學交通秩序為主題,進行文獻探討、政策討論與訪談,試圖從對話中勾勒市民與城市之間的互動。透過16 位身居主要報導人 (key informants) 地位的市民的觀點蒐集與整理,重新詮釋市民對上下學交通秩序議題的看法與論點,進而論述與理解市民與城市空間在交通上互動的表現,並提出對於教育與城市治理方面的建議。 |
英文摘要 | As we shall see, Kaohsiung is facing an irreversible path toward an international city. However, the devil is in the details. From long time ago, traffic disorder has been one of the major problems in Kaohsiung, especially in the commuting trips of elementary school students. Furthermore, example is better than precept. The traffic disorder situation and formal schooling has a huge chasm which could cause destructive consequences on civic cultivation and a friendly environment. Nonetheless, improving Kaohsiung elementary school traffic disorder has drastic problem that is not easily broken. Thus, the methods of interviews, policy discussion, and document analysis were employed in order to figure out the interaction between people and the city. By gathering information from sixteen citizens who represents a key informant, this article tried to reorganized the voice from Kaohsiung residents, to reveal school traffic disorder do have significant impacts on education and city governance. |
