中文摘要 | 前言:醫院緊急應變指揮體系(HEICS' Hospital Emergency Medical Incident Command System)為一模組化、令出於一 的緊急應變系統,目前已成為醫院建置緊急應變體系之新指標。方法:本研究以郵寄問卷方式對各級醫院共的家進行調查,研究目的為瞭解我國各級醫院緊急應變機制之現況,並同時調查各級醫院對HEICS之瞭解程度及使用意願。結果:在書面資料方面,有90.7%(39家)的醫院有明訂組織架構,但於危害物質作業程序(47.8%)及災後復原計劃(56.5%)表現較弱。實際操作方面,大多數醫院(90.7切都有訂定緊急應變工作守則,但地區醫院在事先擬定訓練計劃 及沙盤推演分別只有30.4%及37.8%。在相關演習方面,有88.4%表示有定時進行演習;而全數醫學中心皆有相關訓練課程,區域醫院有規劃者則佔65%。在相關應變及醫療後送方面,絕大多數醫院都有統一對外的發言人(41家,95.3%)。在使用HEICS之意願方面,有30%醫院知道HEICS此系統,有50%醫院表示願意轉換為此系統。 討論:可見我國各級醫院皆有心建置一套完整的緊急應變指揮體系,以提供更為安全之醫療環境,但仍需經系統性地教育訓練推廣,方能達成此目標。 |
英文摘要 | Background: HEICS (Hospital Emergency Medical Incident Command System) is a standardized, centrally commanded, emergency management system and is being incorporated into hospitals' new crisis management plans. Method: Current research utilizes questionnaires, sent by posted mail, investigating a total of 43 hospitals of various accreditation grades, for the purpose of understanding our nation's present situation on disaster responsiveness and preparedness. Results: 90.7% (39) of the hospital have drawn up organizational structures. However, the performance with regards to hazardous material processing procedures and post-disaster recovery works are shown to be weak. Most of hospitals (90.7%) have devised emergency response job descriptions, however, the regional hospitals setting up training guidelines and drills beforehand are only 30.4% and 37.8%, respectively. With regards to disaster drills, 88.4% expressed having timely practice sessions with all medical centers have related training classes and 65% of regional hospital having similar plans. For communication with media and transfer to higher level medical care facilities majority of hospitals has one single Public Information Officer (41 hospitals, 95.3%). The willingness to implement HEICS is high, 50% of hospitals, even when only 30% of hospitals surveyed have knowledge of HECIS. Discussion: Hospitals seem keen on establishing a comprehensive, emergency management system to provide a safer medical-care environment. To achieve this effect a need exist for continuous publicizing of HEICS through systemic and educational programs. |
