中文摘要 | 本文主要目的在於從轉型正義的觀點,分析台灣民主轉型前後,各階段文官甄補政策。文中首先將台灣文官甄補政策區分成威權時期、民主轉型時期,以及民主鞏固等三個時期;並描繪出此三個時期,台灣文官甄補政策各具有那些特色。繼之,則簡述轉型正義相關概念及其對台灣文官甄補政策之意涵。最後,則是借用轉型正義策略之制度改革觀點,分析民主轉型前後,台灣文官甄補政策之制度內涵是否有所改變,以及未來應繼續努力的制度面向。 |
英文摘要 | This paper tries to apply the concept of transitional justice to explore the content of Taiwanese publicservants' recruitment policy. The paper finds that Taiwanese public servants' recruitment policy demonstrates some interesting characteristics. Some institutional characteristics appeared at the period of authoritarian governance, but vanished at the period of the democratic transition and the democratic consolidation. Yet, some institutional characteristics appeared at the three different periods. According to the results, this paper proposes three preliminary suggestions. |
