中文摘要 | 由於考試制度之公平性,頗受國人信賴,為因應政、經、社、文、科環境變革,究係政治價值中之人權價值重要抑或行政價值中之功績價值較為重要?爰先引介策略性人力資源管理與多元化管理理論,及就人才引進與甄補決策的定位與功能加以分析,再就政治價值流變中之身心障礙及原住民族等弱勢族群之優惠政策、國家考試的性別平等政策、地方政府人員考試、國家考試爭訟案件有關複查成績等議題加以研析。 |
英文摘要 | The fairness of national examination system has long been trusted by our people. However to cope with the reform of political, economic, social, cultural, and scientific environments, should the value of human rights in political value or the value of merit system in administrative value be deemed more important? This article will render analysis of the positioning and function of talent recruitment policy by first introducing the strategic manpower resources management and diversity management theories. Meanwhile, discussion and analysis will be focused on the issues relevant to policy favorable for disadvantaged minorities such as mentally/physically disabled people or aboriginals, policy of gender equality in national examination, examination for local government employees, and complaints for score reexamination in national examination in the course of change of political value. |
