中文摘要 | 本研究擬考察美國一九九年○<<柏金斯職業與應用科技教育法案>>有關後中等院 校技職教育方案及其實施成效, 並評估其在 1993-94 學年以前的成果,是否配合此一法案 的目的。其主要研究方法有三,即:文獻調查、檔案資料分析,以及比較研究。其重要的研 究結果,包括:(1) 技職學程品質評估量尺之運用、及技術預備學程之推行,此兩種計畫方 案具有可觀的進展;(2) 整合學術與職業教學的作法,其進展較為緩慢;(3) 特殊族群學生 參與技職學程及獲得相關服務的機會,不因取消保留經費比例 57% 的規定而受到不良的影 響;(4) 美國後中等技職教育的發展,未曾乖違法案的目的,惟尚未確切地達成法案期望; 以及 (5) 國內後中等技職教育的發展,尚待繼續規撫美國的事例,而謀求順應邁向教育改 革的潮流。 |
英文摘要 | The principal purpose of this study is to investigate the progress and the effectiveness of major programs at American postsecondary institutions after the Carl D. Perkins Vocational and Applied Technology Education Act of 1990. An evaluation is made to asses whether the purpose of this Act has been promoted by the operations of these programs by the academic year of 1993-94. Three research methods of literature survey, documentary analysis, and comparative study are used to deal with the problems of this study. Some significant results secured from this study, are stated as follows. 1.Significant increases were occured for the use of quality measures to assess vocational-technical education programs, and the adoption of tech-prep programs. 2.Integration of academic and vocational instruction was slow to be strengthened. 3.Removal of set-aside requirements (57%) did not appear to have hurt special population students in terms of participation in postsecondary vocational education, and availability of support services and job placement services. 4.The purpose of this Act has not been achieved in view of overall performance of postsecondary vocational-technical programs. 5.In comparison with recent development of American postsecondary programs, there is much to be desired for further efforts in reforming vocational-technical education here in Taiwan.
