中文摘要 | 自從韋伯提出理想型官僚型模之概念後,即昭示了官僚體系乃一為達效率所形成之具穩定性、可信賴性,及可預測性的運作機制。易言之,官僚或文官體系之運作與汰換,皆須符合穩定、可預測等基本要求與特質。然而,2000 年的總統大選,產生了我國首次之政黨輪替,在政黨輪替初期,新政府為快速掌握龐大的行政機器,便出現大量進用機要人員,大幅調動簡任高階文官,對於常任文官安插調動頻仍,且破壞文官升遷體制、打擊文官士氣之事件時有所聞。因此,本文之主要目的即在於針對政黨輪替前後,文官體系中高階行政主管異動幅度與流動頻率進行探討與分析。 本研究依據行政院人事行政局定期公布於〈人事月刊〉之人事動態資料,以內容分析法針對簡任以上重要職務主管之異動次數予以分析,結果發現我國行政體系之菁英流動於政黨輪替前後具有顯著之差異。其主要差異在於,政黨輪替之後高階行政主管之流動頻率為政黨輪替前之二倍;然就公共管理之角度觀之,此一現象對於政府施政之績效表現與穩定度可能產生負面之影響,實值得吾人警覺與深思! |
英文摘要 | After the ideal type of bureaucratic model coined by Max Weber, bureaucracy has been regarded as a stable, reliable, and predictable institution. In this regard, maintenance of stability of bureaucracy has become a basic requirement for each politician. Scholars also emphasize the importance of stability of political executives and top managers especially. Taiwan has witnessed a party alternation in power in May, 2000. However, during the process of party alternation, the bureaucratic system in Taiwan seems to suffer from interventions of the new government in terms of a high bureaucratic mobility. This paper attempts to examine the variations of bureaucratic mobility before and after the party alternation. By employing content analysis on the information released by the Central Personnel Administration from July, 1998 to October, 2007, mobility of senior executives and political appointees is revealed. Results show that mobility of these administrative elites after the party alternation is approximately twice higher than the before. Results also send a message for public managers in Taiwan to pay more attention on the high mobility of administrative elites. |
