中文摘要 | 弱勢者教育的改進不僅可提升國家的競爭力,同時也是社會公平正義的實現,因此在近年來成為各國非常重視的議題。本文回顧過去提供給弱勢者教育的政策和方案,發現其並未考量弱勢者教育明顯的人力和相關資源的缺乏,也無致力瞭解弱勢族群獨特學習模式的研究。在面對未來全球化和知識經濟世代挑戰的今日,弱勢者教育的重點不在於趕上主流社會的學習速度,而是應根據其本身的強項,找出能讓其充分發展潛能的教學方法。本文在最後對未來的弱勢者教育提出數點建議,包括確認弱勢者教育的最高指導原則,以實際的需求而非類別來提供服務,重視弱勢者多元的需求,以及全面性的評估過去所有提供給弱勢者教育的政策和方案等。 |
英文摘要 | To increase the competence for students from disadvantage groups not only enhance national competitiveness, and it is also the key to the realization of social justice. Therefore, it is on the top of political agendas of all countries. This paper reviews some of programs and policy that were developed to improve educational achievement of disadvantaged groups in past decades, and the results indicated that structural barriers such as limited learning stimulus and good quality instructors are seriously belittled. A more thorough evaluation should be conducted to appraise the effectiveness of those remedies, and also identify the strength and unique learning patterns of students from disadvantaged groups. In order to cope with globalization and knowledge economic era in the future, students from disadvantaged groups not only need high quality education, and they also need special curriculum programs that designed for their strength and unique learning patterns. The implications of these results are considered, and suggestions for improving future education for students from disadvantaged groups are also included. |
