中文摘要 | 高級文官在政府績效中扮演重要角色,在政策形成階段是政務官的策略夥伴;在政策執行階段則是推動者與監督者。因此,高級文官的素質與能力,在國家改革過程中,對國家行政發展(administrative development)有顯著影響。 美國自1978年文官改革法創設高級文官(Senior Executive Service, SES)制度,將一般俸表GS16-18的職位統整管理,設定其甄補程序、核心能力、績效管理、候選人培訓等人事措施,成為一套完整的管理制度。其後OECD諸國亦漸建立類似的制度,其目的均在於透過管理才能發展(management development)提高現任及擬任高級文官的管理能力,進而提昇績效。 再者,傳統人才培訓大多以「人力資源發展」觀點,探討如何培訓人才;晚近「人力資本」的觀念受到重視,組織如何以「配合策略」及「人才投資」的角度,能快速獲取所需人才,並在人力市場中與私部門競爭人才,則是政府高級人力資源管理的重要課題。 本文試圖以人力資本的觀點,探討如何建立高級文官能力基礎(Competency-based)的培訓制度;將針對我國簡任第十二職等的司、處長進行訪談與問卷調查,並參酌歐美國家相關經驗,提出分析評論及實務建議。 |
英文摘要 | The higher civil service have significant influence for government performance. They are policy partners during the phase of policy formulation, implementers and monitors during the phase policy implementation. It is important to keep the best quality of higher civil servants which will have great impact on administrative development in the era of government reform. Required by the civil Service Reform Act (CSRA), The United States launched the Senior Executive Service (SES) in 1978 to establish a government-wide personnel system for higher-rank civil servants. The recruitment and selection, core qualifications, performance management, and candidate development of SES are conducted under the unified guidelines regulated by OPM. Experiences learned from US, several countries have set up their personnel system for higher civil service with the similar framework to develop managerial capability and enhance performance. It's also worthy to note tat adopting the concept of human capital in investing high talents is attracting more and more attention. For government, how to compete with the private sector to attract and retain executive human capital is an important issue. This paper aims to discuss how to establish the competency-based management development system for higher civil service. The analysis is based on a questionnaire survey distributed to Grade-12-level director-general in 206. |
