中文摘要 | 德國高等教育歷史悠久,雖具有優良傳統,但仍存在若干問題。有鑑於美、日、英等國不斷的進行教育改革,促成整體科學、文化、教育和經濟的進步,為了因應歐洲聯盟的統合,落實波隆納宣言的主張,促進高等學校的國際化,改善高等學校教學與研究的水準,實現教育機會均等的理想,符合創造性和自我責任的要求,經由合作強化研究和承擔社會的責任,因此德國政府陸續推動各項高等教育的改革,積極地反省高等教育的缺失,進行全面性的教育改革,以解決高等教育的問題,希望建立現代化的高等教育,促進產業和經濟的發展,提升德國在國際上地位。德國高等教育改革的措施主要包括尖端大學的選拔和補助、高等學校學費制度的改革、高等學校入學制度的改革、高等學校教授制度的改革、高等學校自主管理的改革、鼓勵各國高等教育的交流和補助學生到國外學習。這些高等教育的改革措施,雖然不是非常完美,但是具有相當多的優點,可以我國政府作為選拔和補助研究型大學、改革高等教育的學費政策、制定大學入學方式、改進大學教授薪俸制度和提升大學自治程度的參考,因此相當值得我們加以重視。 |
英文摘要 | German higher education has been praised for excellence, and taken as the model by the world in the pat. However, challenged by the very strong competition form the USA, the Great Britain and Japan who adopt a permanent reform, Germany has to review its own education policy. Complying to the Bologna Declaration, Germany adopts a new and more open policy: internationalization, improvement of research and teaching, equal opportunity and creative teaching and research and social responsibility are the main principles of higher education. To effectively compete with the world, but at the same time, to be loyal with the principle of the bologna Declaration, Germany has introduced a new compromise system. Universities and Colleges are open for the people, more independent, and more international. However, at the same tine, they adopt a more rigorous system of selection of teachers, research and demand more responsibility form the student (with a higher contribution of tuition). A few of universities will be selected to become research centers, and as such, able to compete with the best universities in the world. Such reform catches our attention even if there is still much room for change. |
