中文摘要 | 高齡少子化社會最直接面臨的問題之一即是勞動力短缺,就整個台灣就業情形來看,產生了「提前退休」這種相當矛盾的現象,與其他國家鼓勵高齡者「退而不休」的做法有著顯著的差異,此現象除了與高齡者本身的就業意願有關之外,與整個社會環境也有所關連。本文試從論述整個台灣高齡化的背景做為起點,再加以分析影響台灣高齡者就業的主要背景因素,更進一步從Ryder所主張的老年人口生活資源來源的3種移轉變化來加以探討台灣高齡者就業之必要性。就結論而言,筆者認為所謂的標籤理論(Labeling Theory)並不適用於高齡者,因為我們無法否認進入高齡期之後,個別的差異性逐漸擴大,一旦將此刻板印象硬加諸於他們身上,則會產生「污化群體」的附加效果。換言之,社會大眾應屏除對高齡者所產生的「年齡歧視」,正視高齡者就業的需求性,此外,更建議以高齡化現象和社會文化背景極為相似的日本作為參考對象,吸取其成功的高齡化經驗。 |
英文摘要 | One of the imminent crises results from the falling birth rate in an ageing society is the concomitant shortage of labor force. Countries with falling birth rate have highlighted employment policies that encourage people to work at an older age and to promote better employment prospects for older workers. In spite of its rapidly growing ageing population and the decline in its birth rate, in Taiwan, there is paradoxically a growing tendency for early retirement. The phenomenon of early retirement has much to do with social circumstances as well as the retirees’ will for employment. My aims here is to analyze the major factors that influence the employment of the older workers in an ageing society, and further to discuss the urgent demand for the labor force participation of the old-aged workers on the basis of Ryder’s observation on the three phases of the incomes of the old-aged. My conclusion is that the application of Labeling Theory to the old-aged people is inappropriate since the side effect of stigmatization would ensue when the stereotypes are imposed on them. In other words, in face of the coming crisis of labor shortage, we should cast aside the prejudice against the aged and adopt age-friendly employment polices and practices for the older workers in answer to the demand for labor face in an ageing society. Furthermore, I suggest that we should absorb Japan’s successful experience in dealing with the aged. |
