中文摘要 | 21世紀是一個快速變遷與競爭的環境,各國政府為因應此發展,對如何提昇政府的競爭力,發揮文官團隊的效能,亦即要使公務人力不但能「適才適所」,更能「人盡其才」,成為各國政府公務人力政策的重要議題。我國於民國56年6月8日「分類職位公務人員考試法」與75年1月24日「公務人員考試法」公布實施後,即採行考訓用的制度,且自民國85年6月1日於考試院成立公務人員保障暨培訓委員會後,公務人力資源發展的考、訓、用分由考試院考選部、公務人員保障暨培訓委員會與銓敘部掌管,形成堅實的基礎,惟優質的公務人力源自學校教育所培育出來人員。因此,如何建構公務人員教考訓用配合制度成為重要議題。本文即從工作分析、考選與任用的架構探討各國與我國教考訓用情形,並進而提出檢討分析與建議,以做為我國規劃人事政策之參考。 |
英文摘要 | In the complicated and rapidly-changing 21st century, human resources have become the most important assets in both the public and private sectors. Whether the government can satisfactorily meet its people’s requirements is closely related to civil servants’ quality and capability. For the government to meet the challenge in the New Century, how to set a perfect personnel policy- a right man is on the right position and do as the right thing, is very important in the government’s agenda. Classified Position Civil Service Examination Act was promulgated on June 8, 1967. And Civil Service Examination Act was promulgated on January 24, 1986. The Civil Service Protection and Training Commission was established on June 1, 1996 as the authority specifi cally responsible for the protection and training of civil servants. Thereafter the Ministry of Examination is responsible for civil servant’s examination. The Civil Service Protection and Training Commission is responsible for their training and the Ministry of Civil Service is responsible for their appointment. As an old Chinese proverb says, national prosperity hinges on the contribution of talented people, the Government will recruit those talented people who graduated from college. And the Examination Yuan’s personnel policy is to combine the system of education, examination, training and appointment. This paper is to discuss those topics from the frame of job analyses, recruitment and appointment. The present article not only discusses the difficulties that we may encounter, reviews and evaluates the implementation and effect of the Civil Service’s education, examination, training and appointment system, but also provides advanced suggestions to cope with the challenges that our government may face in the 21st century. |
