中文摘要 | 本文旨在探討弱勢族群之類型、教育選擇權的主要模式及財政學基礎,並繼以提出以弱勢族群為核心的教育選擇權中政府應有的作為。因此,本文首先針對弱勢族群之成因進行探究,提出十類弱勢族群,提供各級政府在規劃弱勢族群照顧政策參考。其次針對弱勢族群,建議政府的教育財政支出必須考慮公平原則、財政負擔原則、財政收支劃分原則、最小極大化原則、社會正義原則 及帕累托最優原則。最後,從教育政策與財政法令、學校本位經營管理、社會扶助系統等三方面探討教育財政革新策略,以積極保障弱勢族群的教育選擇權,實現社會的公平正義。 |
英文摘要 | This study aims to investigate the types of disadvantaged minorities, educational choice and financial foundations, and then proposes the right conduct of policies of educational choice with disadvantaged minorities as the core concern. This study first investigates the origin of disadvantaged minorities, and discusses ten kinds of the disadvantaged minorities that the governments can consult. Second, this study suggests that educational finance must consider the fair principle, the financial burden principle, the financial revenue, and the principle of expenditure division, the principle of minimum maximization, the principle of social justice, and the Pareto Optimum principle. Finally, this study discusses the innovation of educational finance from educational policies, financial decree, school based management, social support systems, etc. in order to ensure the educational choice of disadvantaged minorities and to carry on social justice. |
