中文摘要 | 我國自一九○四年設立第一所幼稚園以來,私立幼稚園始終扮演舉足輕重的教育角色,但長久以來存在著公私立幼稚園教育資源不公的現象。在教育改革聲浪中,應該對我國幼稚教育政策做全面的探討。 本研究的目的如下: 一、探討「幼兒教育券」在今日我國幼兒教育的意義。 二、分析世界主要國家幼兒教育券政策及其措施。 三、瞭解國人對「幼兒教育券」政策的認知態度與意見。 四、評估我國「幼兒教育券」政策實施之可行性策略。 本研究首先對我國及各國幼教情況及幼兒教育券實施情形進行文獻探討,再針對臺灣省二十一縣市及高雄市教育行政人員、社會福利行政人員、財主單位、幼教機構及家長代表進行問卷調查,並對教育局長進行訪談,最後根據研究結果,提出具體建議,供我國行政單位規劃「幼兒教育券」政策及執行之參考。 本研究結果如下: 一、受試者對目前我國公私立幼教費現況認為不合理。 二、受試者認為改善幼教方式為實施「幼兒教育券」及「普設公幼」。 三、受試者認為教育科學文化事業應視為國家最重要優先處理政策。 四、幼兒教育券發放面額應達到政府補助公立幼稚園幼兒費用的百分之五十以上。 五、幼兒教育券應採普及型、同金額發放。 六、受試著認為已支領其他教育津貼之弱勢團體應採擇優領取一項。 七、「幼兒教育券」的發放方式,以「家長先行註冊後,憑證向政府兌領現金」和「政府定期發給幼兒家長教育券,幼稚園向家長收齊後,依面額定期向政府請領」約兩種作法較受支持。 八、「幼兒教育券」經費應由中央政府統籌,各縣市同時同額發放。 |
英文摘要 | Since the first kindergarten set up in 1904. Private kindergartens have played a decisive role in preschool education. But there are a unjust phenomenon between public and private preschool. In the educational innovate action we must research our preschool education policy. The purpose of the study were as follows: 1.To explore the meaning of "nursery education voucher" in the modern nursery education in Taiwan. 2.To analyze the policy and practice of "nursery education voucher" in the major countries of the world. 3.TO understand the attitudes and opinions of people towards the "nursery education voucher" scheme. 4.To evaluate the feasibility of implementing the "nursery education voucher" scheme in Taiwan. The method of the study are document analyse, questionary and interview. The results and suggestions were the followings: 1.The sample response that the a budget of preschool education is unfair in Taiwan. 2.The sample response the best way to promote preschool education are practice "nursery education voucher" and "universal establish public kindergarten". 3.The sample response the priority affairs in our country are education, science and culture. 4.The amount of "nursery education voucher" had to be more than 50% of the funds subsidized to the public kindergartens. 5.The "nursery education voucher "scheme should adopt the " all-inclusive, same amount" principle. 6.The sample response that the people who have receive another educational allowance should select the best one. 7.The best method to grant "nursery education voucher" were "the parents register in advance then to cash from the government depend on receipt." and "the government send education voucher to parents regular, the knindergarten gather them to cash from government." 8.The central government budget the funds and all counties simultaneously grant "nursery education voucher" in same amount. |
