中文摘要 | 政府教育當局近年來致力推動幼兒教育券政策,在國內掀起一陣陣討論與對話的熱潮。該政策的提出,使得各界得以重新檢視幼兒教育資源的不足分配不均、師資素質低落等幼教生態問題,視幼兒教育券為解決幼教沉痾病的萬靈丹。美國是最早實施教育券的國家,過去數十年間一直是美國各界在討論公私立學校競爭、社會層級化與教育選擇權時,經常被搬上檯面的話題,亦是經常為各州政府寄予厚望的解決途徑。其實施期間,爭議不斷,正負意見呈現兩極化。他山之石可以攻錯,本文從美國教育券實施的社會背景、發展、理論基礎、實施成效與社會各界的正反意見,探討中美教育券的相異點及對我國幼兒教育券政策的啟示,擬藉此提供我國教育決策者的參考。 |
英文摘要 | During the past five years, Ministry of Education (MOE) in Taiwan has been making great efforts to the system of Nursery Education Voucher. This policy invites much discussion and leads up to the reexamination of our early childhood education. We have found many problems-inadequate budget, uneven distribution of resources, and preschool teachers of poor quality, for example. Nursery Education Voucher, therefore, has become the panacea for all of the problems in our early childhood education. The system was first founded in the States. For decades, it has been a major issue in the country if certain subjects are under discussion (e.g. the competition between public and private schools, the stratification of society, and educational option). Furthermore, great expectations are held by the governors for the solution that the system provides. Yet, public opinions on the policy are polarized into two opposing extremes. This essay probes into education voucher policy in the States, including the social background, its theoretical basis, the development, out coming effects, and the variety of public opinions, to explore the differences of the system in Taiwan from the States and provide a future reference for policymakers of education in Taiwan. |
