中文摘要 | 我國自民國九十三年一月一日全面實施健保IC卡至今,民眾對健保IC卡之認知及滿意度相關資料,還不是非常清楚。本研究之目的在調查台中市民眾對健保IC卡之認知及滿意度,以提供政府推行健保IC卡之參考。本研究以台中市各行政區域的民眾作為研究母體,其抽樣比率約占0.1﹪為研究樣本,抽樣方法採用分層分區隨機抽樣,以問卷方式進行訪視調查。本研究調查結果,78.5﹪的台中市民眾對健保IC卡的使用感到滿意,21.5﹪的台中市民眾對健保IC卡的使用感到不滿意,此不滿意受訪者中,不滿意項目主要以損毀或遺失需繳交工本費這兩項。在民眾對 IC卡相關資訊來源部份,以電視上得知訊息的比率較高,佔受訪人數之(58﹪。而在認知方面不同職業、居住地、教育程度及婚姻狀況的台中市民眾有明顯的顯著差異(p<0.05)。本研究結果,建議政府及相關單位應加強傳播媒體宣導及改善補發健保IC卡流程。 |
英文摘要 | With the success of pilot test on the National Health Insurance IC card (hereinafter called “the IC card”) in the Ponhu area in 1995 and the full-scale practice on the IC cards with theirs related policies in 1999, now almost every citizen in Taiwan has an IC card. At present, academic researches largely aim at the cognition, satisfaction of the medical facilities (e.g. hospitals, clinics etc), and their suggestions accordingly. The public who actually use IC Cards are seldom targeted to learn the cognition and satisfaction. The purpose of this research is to survey Taichung residents’ cognition and satisfaction regarding the IC cards and hopefully to provide the government with some constructive suggestions on the IC cards. Based on the demographic ratio in every region in Taichung city, this research is conducted by using quantities analysis on the random questionnaires obtained. From the survey, we found that the majority of Taichung residents are satisfied with the IC cards. The few that are discontent with the IC cards mainly complain about the replacement fee charged when the card is damaged or lost. As far as the information source is concerned, higher percentage found in the category of television shows that the public acquires the information mainly through television. Finally, the cognition varies considerably according to the residents’ occupation, domicile area, education, and marital status. The conclusion of this research is to suggest that the government and its agencies to enhance the media promotion on the IC cards and improve the IC card replacement procedure. |
