中文摘要 | 本文旨在探討2001 年「美國全國師資培育認可委員會」(NCATE)之教育領導者培育方案認可制度及教育領導高級方案標準(又稱為ELCC 標準),並檢視我國中小學校長培育制度現況及問題,提出該方案認可制度及標準之啟示。 自1980 年代中期以來,美國許多教育專業團體致力於界定知識本位的教育行政,創造標準以使用於教育行政人員培育方案。自1996 年起,「全國師資培育認可委員會」授權「教育領導組成委員會」(ELCC)使用全國教育行政政策委員會發展之指導原則,進行大學教育行政人員培育方案之評鑑,並決定是否授予「全國性認可」。2001 年,全國教育行政政策委員會以「跨州學校領導證照者聯合會」(ISLLC)標準為架構,整合ELCC指導原則,完成訂定ELCC標準,作為未來五年教育領導組成委員會進行大學所開設之校長、督學、課程研發主管、教育局長等碩博士程度培育方案認可之標準。 |
英文摘要 | The main purpose of this study is to search the NCATE Standards for Advanced Programs in Educational Leadership, called for short "the ELCC Standards", that developed in 2001 and the National Recognition of Preparation Programs of Educational Leaders. Firstly, origination and content of the ELCC Standards and recognition of preparation programs are focused. Then, it reviews the system and questions of preparation programs of principals in Taiwan. At last, it aims to provide some implications for preparation programs of principals in Taiwan. Since the mid-1980s, many professional organizations of education in the U.S. have made several efforts to define the knowledge based in educational administration and to create standards for the use in administrators preparation programs. Since 1996, the ELCC have been authorized by the NCATE to review university-based preparation programs for educational administrators by using the ELCC Guidelines published by the NPBEA in 1995. The ELCC Standards, integrated the ELCC Guidelines within the ISLLC Standards framework, was developed by the NPBEA in 2001. In next five years, the ELCC uses it as accreditation standards of university post-baccalaureate preparation programs for principals, superintendents, curriculum directors, and supervisors. |
