中文摘要 | 政府遷臺以來,高中入學制度三次重大變革,第一次為民國四十七年將高中單獨招生改為聯合招生,第二次為臺北市提前在八十一學年度全面試辦自願就學方案,採用在校成績取代聯考,以考量十二年國教的可行性;第三次重大變革則是在九十學年度高中職多元入學方案的全面實施,象徵多元社會的來臨。 本文採用政策執行分析的方法,首先探討高中多元入學方案的發展與立法制訂過程,次而說明政策的內涵,並分析政策執行的問題,在分析後發現比方案的推行期間,由於機關首長對政策詮釋角度不同,以及受到政治勢力的角逐、利益團體的推波助瀾,使得多元入學政策在內涵與執行上年年轉變。最後,筆者根據分析結果提出幾點建議,期能對未來政策擬定與規劃上有所助益。 |
英文摘要 | When the government in Taiwan, the system of senior high school enrollment has three significant revolutions. The fist is in 1959, the senior high school individual entrance examination changed into unite, the second is Taipei city conduct volunteered entrance program in 1992 school year, using scores in school instead of JCEE, for 12-year citizen education starting. The third is the multiple enrollment program for senior high schools and vocational school carry out in 2001 school year, which stands for the multiple society is coming. This article uses the method of policy Implementation analysis. First, we discuss the development and the process of law enforcement in senior high school multiple enrollment policy. Second, we describe the conduct of the policy, and analyze the troubles in policy enforcement. The result shows during the program understanding, for the sake of the authority officers' different position, the government pressure, and profit groups emphasis, make the multiple enrollment policy change the context and enforcement every year. To sum up, according to the analysis result, the research has a few suggestion, looking forward to benefiting for the government making and planning the policy in the future. |
