中文摘要 | 本論文是一篇由新制度論的基本假定與理論建構來分析教育政策的制度意涵的理論性著作。新制度論強調不同國家由於歷史時空的因素,會建立各種治理結構,作為制定特定公共政策時,規範政府與市場關係的基本架構,其目的在鞏固其統治地位。本文先由政府與市場的關係釐清三種治理結構類型-市場、階層體制、政策網絡-制定公共政策的特徵。再據此發展出三種教育政策的治理結構模型-市場主導模型、國家控制模型以及國家監督模型,並分別論述這些模型基於不同的政府角色的觀點以及運用不同的政策工具,作為達成政策目標與產生政策效果的手段。最後,本文以已開發國家與開發中國家的高等教育政策為例,討論治理結構發展的實際經驗。 |
英文摘要 | This paper provides a discussion on the basic assumptions and theoretical structure of new institutionalism to analyze the theoretical works of the institutional implication of education policies. The new institutionalism stressed that due to different historical factors, governance structure established by each country to formulate specific public policies to govern the basic structure of the relationship between government and market also differs. Its objective is to solidify governing positions. This paper attempts to clarify the three governance structural modes from the perspective of government-market relationship - market, hierarchy, policy networks - to establish the special qualities of public policies. It will also develop three governance structural models for education policies - market-driven model, state-controlling model, and state-supervisory model. Discussions on how these models, due to different role of the state and use of different policy instruments to serve as means to achieve policy objectives and lead to policy outcomes were also conducted. Finally, this paper also takes higher education policies in developed countries and developing countries as examples and studies the actual experiences of development of governance structure. |
