中文摘要 | 電力工業的解制以為世界之趨勢。我國的電力結構也因獨立發電業者加入而有所改變。系統的規劃與運轉形成新的局面,其中機組檢修排程允為重要之議題。 由於台電仍保有垂直整合之運轉特色,其目標函數與獨立發電業者有顯著的不同。故本文利用雙層決策模式同時考慮雙方的目標,公用電力事業以均化備轉率為目標函數,並且應用連續近似動態規劃法求解檢修排程。另一方面,為得到最多的售電獲利,獨立發電業者從可行的機組檢修時段中尋求其最少的售電時段來安排檢修,如此可形成雙贏的決策模式。本文以33部機組進行測試以驗證所提出的方法之可行性。 |
英文摘要 | The deregulation of electrical industry is becoming a worldwide trend. In Taiwan, the power structure has been changed after the emerging of the private-own independent power producers (IPP). Under this new prospective scenario, in is evitable that most algorithms of system dispatching and operation should be revised to fulfill new constraints. One of the important issues is the study of the unit maintenance scheduling. Owing to the vertically integrated operation nature of Tai-power, the objective functions of Tai-power and IPP are obviously different. In this paper, a two-level model is adopted. The Tai-power system is scheduled to levelized the spinning reserve, while the IPP is scheduled to maximize the overall profit of transactions. These two processes are interacted iteratively until convergence. These tentative strategies are simulated on an example system to evaluate the performance and eventually render an optimum two-level strategy. The results justify the feasibility of the proposed algorithm. |
