中文摘要 | 全世界的電力事業,正經歷著一個木質上的變化。自由化的浪潮已經改 變了事業的形態,目前許多從事電力事業的經營者,正在積極的重整他們的公 司以面對日益市場化的競爭力挑戰。這種變化的結果使許多電力公司分割成發 電、輸電及配電等子公司,而各子公司可在它們自己的市場中與外界競爭。 台灣的電力事業也正朝著自由化的方向邁進,然而這只是變動中的開端,多年 來,政府已在規劃電業法的修正及台電公司的民營化。在各種考量的方案中,台 電也有可能會被分割成獨立的發電、輸電及配電部門。毫無疑問的,這種演變會 對台電及它的電力綜合研究所(簡稱電綜所)造成根深蒂固的衝擊,為了因應這些 對台電傳統事業未來的挑戰,台電已在政策上朝著多元化的經營形態在發展了。 面對這種國內外經營環境的劇變,電綜所必需要以不斷的檢討和評估來為自身定 位,以便在台灣的電力事業中保持著一個領先的地位。電綜所必需一方面要滿足 台電在技術上的需求,另一方面也必需確保公司公司內、外部對電綜所的支持。 在獨立發電事業的競爭壓力下,電綜所必需在一個不斷的學習和再教育中調整自 己,以適應在一個以市場和顧客導向以及在講求成本效益下的經營形態。 為了反應目前以顧客及市場導向為主的一種競爭環境,台電電綜所的任務應為: 依據台電的需求及長程策略的目標而建立出研究及發展的計劃,並為公司及其用 戶開發及提供技術上的服務及解決問題的方案。同樣的其研究發展之目標也應作 適度的修正如下: 1. 增進用戶之用電附加價值及用電品質 2. 加強環保的健全和社會的福利及安全 3. 繼續維持未來供應電力的能力 4. 增加台電的生產力和減少電力之成本及價格 5. 妥善策劃並主導未來電力事業之變化 |
英文摘要 | Around the world, the electric power industry is undergo-ing far-reaching and fundamental change. Deregulation hasrapidly altered the utility landscape. As utilities becomeincreasingly market-driven, many business are restructuringto meet the challenge of growing competition. Both deregula-tion . and the emergence of global markets have created new,sometimes unexpected, business relationships. As companiesrefashion themselves for deregulated markets, the very natureof what it means to be an electric power utility is changing. Asa result, many traditional utilities have decentralized them-selves into separate generation, transmission and distributionsectors, with each subsidiary sector positioning itself to bettercompete in their respective markets. As the electricity supply business in Taiwan moves towardcompetition and deregulation, the process of liberalizationcurrently underway is just the beginning. The government hasstudied for years the modification of the Electricity BusinessAct and the prospect of privatizing the Taiwan Power Company(TPC). Under the various options and scenarios being inves-tigated, it is likely that in the future TPC will also berestructured into separate transmission, distribution, andgeneration sectors. All of these activities will inevitably impact the foundation on which TPC was built including itstechnological development firm, the Power Research Institute(PRI). In anticipation of the possible impact on its traditionalbusiness, TPC has initiated policy changes to diversify itsenterprise. Recognizing the rapid pace of change both domesticallyand internationally, the PRI must continue to make broad-based evaluations in order to define its values and positionitself in a leadership role in Taiwan's electricity business. ThePRI must ensure that TPC's needs of technology are satisfiedand that support from inside and outside of the company issecure. In light of future competition from the IndependentPower Producers (IPP) of the private industry, the PRI shouldre-orient itself through a learning and education process inorder to acquaint itself with the concept of market - driven andcustomer - driven practices and cost effectiveness. To reflect the current customer-driven and market - driven competitive environment, the mission statement forTPC's PRI may be re-written as: The Mission of the Power Research Institute is to establish research and development plans to reflect Taiwan Power Company's needs and strategic goals, and to develop and deliver high value technological solutions and services to the Taiwan Power Company and its customers. The goals of TPC's PRI can also be modified to reflect acustomer - driven and market - driven environment as: 1. To increase value and quality of electricity to customers 2. To enhance environmental health, welfare, and safety 3. To sustain electric future 4. To increase productivity and to reduce costs 5. To plan and guide Changes |
